Marengo-Union Elementary CSD No. 165 Board of Education met Tuesday, Jan. 17.

BOARD OF EDUCATION

REGULAR MEETING 816 E. GRANT HWY., MARENGO, IL JANUARY 17, 2017

The Regular Meeting of the Board of Education of Marengo-Union CSD 165, McHenry County, Illinois, was called to order by President, Greg Wright at 7:01 p.m. on Tuesday, January 17, 2017 in Room 10, 816 E. Grant Highway, Marengo, Illinois.

ROLL CALL The following members were present and responded to roll call: Rick Czepczynski, Megan Lopez, John Wyrostek, Jude Castro and Greg Wright. Matt Erbstoesser joined the meeting at 7:04 p.m. Lesley Pace joined the meeting at 7:45 p.m.

PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Greg Wright.

COMMUNICATION AND RECOGNITION OF VISITORS Greg Wright welcomed all in attendance.

CITIZEN’S FORUM None

LEADERSHIP REPORT Alyssa Fiesser, Information Technologies reported on the district upgrade to Windows 10 and FCC recommendations for an increase in district bandwidth. Alyssa also discussed the utilization in VoiP and the tech department’s continuous improvements to our network structure.

SUPERINTENDENT’S REPORT Superintendent Damisch gave an update on Hawthorn school. She reported that there are several parties interested in the property and building.

Superintendent Damisch reported on the 2017-2018 school calendar with the first day of school for teachers beginning August 14th and August 16th for students.

Superintendent Damisch gave an update on the mid-year financials. Revenues are down due in part to lack of several payments from the state. Expenditures are on target and currently there is no consensus on the overpayment of CCPRT (Corporate Personal Property Replacement Tax).

Superintendent Damisch reported that the district again received a financial profile of 4.0. She stated that “our district has made great strides in being accountable to the public and making good financial decisions as evidenced by having financial profile recognition every year since 2010”.

Superintendent Damisch and Business Manager, Sue Maurer to begin the FY-18 budget.

Registration fees for the 2017-2018 school will not be increased, Mrs. Damisch would like to hold the fees at $175.00.

The Board was given information on the Illinois Energy Consortium. Mrs. Damisch reported that the district would save additional money by being able to lock in natural gas prices in the Spring with the IEC. Currently, we do have that option with NICOR.

Superintendent Damisch reported that the Board would have to set a maximum per diem reimbursement; she suggested that in keeping with the recommendations of legal, we set a daily limit of $500.00 for expense reimbursement. Anything over that amount would need approval by the board; this is another act of transparency for the public.

A second reading was taken for an update in Board Policies.

Superintendent Damisch discussed board approval for passing the supplemental tax levy for the Working Cash Bonds.

The Personnel Report was discussed - one resignation, an upcoming retirement and one new hire.

CONSENT AGENDA ITEMS A motion was made by Megan Lopez an seconded by Matt Erbstoesser to approve the Consent Agenda Items with the deletion of agenda Item 8.3 (approve disposal of public property). In a roll call vote members voting aye: Megan Lopez, Rick Czepczynski, Lesley Pace, John Wyrostek, Matt Erbstoesser, Jude Castro and Greg Wright. Motion Carried.

Secretary, Megan Lopez read aloud: “Resolution authorizing a supplemental tax levy to pay the principal of and interest on outstanding limited bonds of Marengo-Union Elementary School District Number 165, McHenry County Illinois”

A motion was made by John Wyrostek and seconded by Rick Czepczynski to approve the Adoption of a Resolution authorizing a supplemental tax levy to pay the principal of and interest on outstanding limited bonds of the District. In a roll call vote, members voting aye: Jude Castro, Megan Lopez, Rick Czepczynski, Matt Erbstoesser, John Wyrostek, Lesley Pace and Greg Wright. Motion carried.

CLOSED SESSION A motion was made by Jude Castro and seconded by Rick Czepczynski to enter into closed session for the appointment, employment, resignation, compensation, discipline, negotiations, and performance of staff and litigation. In a roll call vote members voting aye: Lesley Pace, John Wyrostek, Matt Erbstoesser, Rick Czepczynski, Megan Lopez, Jude Castro and Greg Wright. Motion carried. Time: 8:00 p.m.

Closed Session started at 8:02 p.m.

OPEN SESSION A motion was made by Lesley Pace and seconded by John Wyrostek to return to open session. In a roll call vote members voting aye: John Wyrostek, Matt Erbstoesser, Lesley Pace, Megan Lopez, Jude Castro, Rick Czepczynski and Greg Wright.

Motion carried. Time 8:43 p.m.

ACTION ITEMS No Action Items

ADJOURNMENT There being no further business at this Regular Meeting of the Board of Education, Lesley Pace moved seconded by John Wyrostek. The motion carried unanimously, and at 8:44 p.m. President, Greg Wright declared the Regular Meeting adjourned.
