Here is the minutes provided by the Board:

1. Organization

1.1 Call to Order

The meeting was called to order at 7:01 p.m. by Mr. Howell.

1.2 Roll Call

Committee Members Present: Josh Howell, Ben Washow, Robert Bridge

Other Board Members Physically Present: Scott Coffey, Julie Jette

2. Approval of Previous Meeting Minutes

2.1 The minutes from the February 21, 2017 Finance Committee meeting were approved as presented.

3. Discussion

3.1 Review of Bills

Discussion on Institute for Multi-Sensor, Chain O Lakes Transportation and Briargate prep work.

3.2 Treasurer’s Report

Mr. Schubert reported for the Operating Funds that we received; $20 million Local, $560K State and $888K of Federal for approximately 80% of our overall operating funds.

Major Revenues Received: Idea Flow Through $270K, General State Aid $170K, Food Sales $35K.

Major Expenditures during the month of February 2017 included; EBC, TRS, IMRF, Organic Life, RJB, IRS, MidAmerica Energy.

YTD Revenues by source are: Local 90%, GSA 5%, State 2% and Federal 3%. Our YTD Expenditures by Object are: 51% on Salaries & Benefits, 12% on Purchased Services, 4% on Supplies & Materials, 9% on Capital Outlay, 22% on Bond & Interest and 3% on Tuition/Other.

Further discussion included; market rate, cash on hand and State funding.

3.3 Five-Year Financial Projections

Mr. Schubert stated that the Financial Projections are intended to assist the Board and the public in understanding the District’s overall projected finances over a multi-year period.

A presentation was provided that included information on:

• Finance Strategic Goals

• Data Collection

• Scenarios

• Operating Funds-Scenario A Anticipated Funding

• Operating Funds-Scenario B Worse Case

• Budget Considerations

• Debt Service

• Capital Projects

• Financial Uncertainties

• Summary

Further discussion included: school lunches, tax freeze, pension shift, expenditures and financial uncertainties.

3.4 Technology Purchase Plan

Andrew Fitzsimons and Lynn Swanson provided a presentation on the FY17 Technology Purchase Plan that included information on:

• i26 Program

• 1:1 Pilot 2016-17

• One Team, Five Devices o Professional Development 

• 1:1 Committee

▪ Procedures and Agreements o Data

• 1:1 Pilot Data Collection

• Student Surveys o Site Visits o Devices o Device Critical Data 

• 1:1 Pilot Teacher Reflection o Data Collection Summary

• 1:1 Budget (36 Month Lease)

• 1:1 Protection Plan

• 1:1 Implementation Timeline

• Preparation for Pilot FY16 o Implementation FY17-FY20

• FY17 i26 Technology Purchase Plan

• Student Laptop Replacement & iPad Rationale o Staff Laptop Replacement Rationale o Staff Laptop Additions Rationale

• Technology Purchase Plan Timeline

Further discussion included; student experience, survey data, cloud print, protection plan, assessments, bandwidth, financing and leasing.

The Administration, EdTech Department and Technology Committee recommend that the Board of Education approve the FY17 Technology Purchase Plan including the implementation of the 1:1 Program at Cary Jr. High School.
