Village of Wonder Lake Committee of the Whole met July 19.

Here is the minutes provided by the Committee:

Meeting called to order at 7:02 pm

Roll Call Present: Topf, McIntosh, Anderson, Learman, Naatz, Palys, Reinhard, Windler

Absent: None A quorum was established with 6 Trustees Attorney Not Present

Public Comment:

• William Egerstafer, Wonder View Subdivision – wanted to bring attention to an Air BNB that is next door to him; people are trespassing, verbal abuse, blocking the road, they said they were filming a movie so did not want his dog out or him to come out of his house, the music was too loud; been having issues for the last 3 weeks so installed security cameras.

• Dawn Trimmel, Owner of Air BNB – resident in home for 2 years, had to move for job, Air BNB site lists screening measures like having a verified ID, went through an agent that is nearby so can evict troublesome renters, she wants to know what the Village rules are for Air BNB’s

• Debra Paggoet, neighbor to Air BNB – contacted Real Estate Agent because a lot of people coming in and out, she is concerned and not feeling safe because does not know who is there, people are out until 3 am; found out it is an Air BNB; wanted to know if the Village has any guidelines

Village President Topf informed the Board that this is a situation that the Board will need to look into.

Department Updates:

Engineering – Steve Zehner, Robinson Engineering – Not Present – Nothing at this time

Public Works – Chuck Bissell – Present

• New Truck – will be ready August 19th

• Storm Damage – cleared everything out and ready for next event

• Water Problem – still waiting for more information

Police - Chief Crilly – Present

• Greenwood Drive Vacant Home – extensive search to locate the property owners; the same name comes up but cannot locate the owners

• Solicitor Applications – receiving applications from roofers, etc. due to storm damage; doing background checks; each person should have a permit with them at all times;

• Harrison School – reached out to the administration; will meet with the principal soon

• Dollar General – is now open

General Affairs – Trustee Reinhard – Present – Nothing at this time

Financial – Trustee Naatz – Present – Nothing at this time

E.S.D.A. Health - Trustee Palys – Present – Nothing at this time

Planning and Zoning Commission – Chairperson Cavanaugh – Not Present – Nothing at this time

Communications / Public Relations – Trustee Windler – Present – Nothing at this time

Sewer and Water – Trustee Anderson – Present – Nothing at this time

Old Business:

• Reverend Long - had court date and the Village Attorney Curran will bring the Court Order to the next meeting; Judge ruled that she has been a church for longer than the Village has been around so exempt from the sign ordinance; the citation was thrown out; Trustee Reinhard was disappointed because the Village existed before the church came around

• Meadows of West Bay – Village President Topf informed the Board that the Village Attorney suggested the Board review each item on the list; the potential buyer wants to renegotiate the Annexation Agreement and will make a presentation to the Board; the Board discussed that did not want to eliminate any items on the list, the importance of having lake access; how the Board cannot design the plan for the potential buyer but instead they need to present their plan to the Board for review; the Board is open to discussing different ways to complete the items on the list

Motion carries with 6 Trustees
