Village of Richmond Regular Board met Oct. 5.

Here is the minutes provided by the Board:

Village President Craig Kunz called the October 5, 2017 Board Meeting to order at 7:00 PM

Everyone in attendance rose for the Pledge of Allegiance.

ROLL CALL:

PRESENT: Village President Craig Kunz, Trustees: Dennis Bardy, Robert Elliott, David Nelson, Frank Peiler and Ramsin Wardanian.

ABSENT: Trustee TJ Fulmer

OTHERS PRESENT: Police Chief Ciro Cetrangolo, Public Works Supervisor Bill Price, Village Clerk Karla Thomas, and Village Attorney David McArdle.

ANNOUNCEMENTS: None.

UNFINISHED BUSINESS: None.

PUBLIC COMMENTS: None.

CONSENT AGENDA: President Kunz noted that item (c) had been removed from the agenda. The Board reviewed the items on the consent agenda.

a. Approval of Regular Board Minutes for September 21, 2017 b. Authorization to Expend Funds for Warrant Fiscal Year 2017/18.06.01 in the amount not to exceed $200,000.00

Trustee Bardy moved, seconded by Trustee Peiler to approve the consent agenda, approving the regular Board minutes for September 21, 2017 and authorization to expend funds for Warrant Fiscal Year 2017/18.06.01 in the amount of $74,914.15 as presented. Roll Call: Ayes: Bardy, Elliott, Nelson, Peiler And Wardanian. Nays: None. Absent: Fulmer. Abstain: None. The motion carried.

NEW BUSINESS: George Roach, the Village Auditor, presented the Annual Financial Report as known as the Annual Audit for the Year Ended April 30, 2017.

Trustee Wardanian moved, seconded by Trustee Bardy to accept the Fiscal Year 2017 Audit performed by George Roach & Associates as presented. Roll Call: Ayes: Bardy, Elliott, Nelson, Peiler And Wardanian. Nays: None. Absent: Fulmer. Abstain: None. The motion carried.

Public Works Supervisor Bill Price presented an overview for cleaning out both reed beds at the Wastewater Treatment Plant (WWTP). The proposal from Stewart Spreading Inc. in the amount of $40,500.00 was the lowest. Supervisor Price reported that the Village’s responsibilities included in the proposal have been met. He also reported that the outer ring of the WWTP was cleaned out. Cleaning out of the reed beds should occur every 8 years. Additionally, President Kunz noted that the Board would need to waive the bid process and approve the proposal of Stewart Spreading not to exceed $40,500.00.

Trustee Wardanian moved, seconded by Trustee Bardy to approve the proposal from Stewart Spreading Inc. not to exceed $40,500.00 and waive the bid process. Roll Call: Ayes: Bardy, Elliott, Nelson, Peiler And Wardanian. Nays: None. Absent: Fulmer. Abstain: None. The motion carried.

COMMITTEE/DEPARTMENT REPORTS: FINANCE: Trustee Wardanian reported that the Finance Committee met to discuss prioritizing long term financial plan, establishing goals for 2018 and review Associated Bank investments. He announced that the Village has earned $32,000.00 in interest and based upon a calendar year is projected to earn $51,000.00. Trustee Wardanian also reported that a resident came in to discuss their recent utility bill, which was substantially higher than historic usage. The resident put down a payment of $100.00 and the next bill will be looked at to determine if this is an anomaly. If the problem continues the Village may replace the meter. It was noted that the meter was tested and found to be operating properly.

President Kunz reported that excessive shooting recently occurred on a parcel of land not annexed into the Village; therefore, the Village could take no action. The McHenry County Sheriff came out and shooting stopped. He asked that the Finance Committee look into the cost of annexing property and the benefits.

COMMUNITY DEVELOPMENT: Trustee Elliott announced that the Village was sponsoring on October 21st a “Bike the Trail” event. Water will be available along the trail and a goody bag provided to participants.

Trustee Nelson noted that the Brathaus event was excellent. President Kunz reported that the Village received a complaint from a business owner about the road closure and parking. He asked the Community Development Committee to discuss whether the Village should allow the closure of a road for business sponsored events and requested that they talk to other businesses and get their input. Additionally, it should be determined whether it be mandatory for a Police Officer or Community Service Officer be on duty at such events and a fee be paid to reimburse the Village for wage/benefits.

POLICE: The Chief distributed the September 2017 monthly reports.

PUBLIC WORKS: Supervisor Price reported that the Village received the IEPA permit for the George St. water main project and he would be getting quotes for the work. He reported that the Village is still waiting for the permit from IDOT to proceed with the installation of pedestrian cross-walk signs and is hoping that we will hear something in the next 14-days, installation would take 5-days and will be done by the Public Works Department. On October 10th, the sidewalk at Mill and Rte. 12 will be worked on, as well as the alley sidewalk by 10307 Main Street. Supr. Price announced that the nursery Bill Prottsman was going to get the trees for replacement in the Sunset Ridge Subdivision has closed and that he is having difficulty removing tree stumps. Therefore, Nelson Tree will be contacted to remove the stumps. A total of 76 trees were removed, 56 will be replaced--some of the trees will be installed this fall and some in spring of next year. Supr. Price reported that the sample port on the North water tower broke off and a weld was found to also need repair. He explained that the tower will need to be drained before the repairs can be made. He noted that the towers were budgeted to be touched up and cleaned inside and out and suggest that touch up be put off to make up for the repair work needed.

ENGINEERING: President Kunz reported that planting of some trees at Creekview needed to be done by Full Circle and the “Richmond Bypass” has been renamed “RAMS” (Richmond Area Mobility Study).

VILLAGE CLERK: Clerk Thomas reported that she had attended a recent Merchants meeting to discuss Christmas of Yesteryear. The businesses are interested in sponsoring an outdoor viewing of “It’s a Wonderful Life” to be projected on the north side of the Richmond Brathaus building. The Clerk reported that she has been able to get (15) hay bales donated for seating. She also reported that Gina Garbis intends to sponsor a May Day event on May 12, 2018. There was also a discussion of implementing a “Tiny Door” art installation in the businesses at their expense that would be unveiled as part of the May Day event. The Village Clerk noted that the Village would help promote participation by sending information to all the businesses with the February utility billing, using e-blast and contacting the Northwest Herald. The Clerk reported that she would be in Springfield next Tuesday through Friday for Municipal Clerks training. She requested that any agenda items be emailed to her no later than Monday so that documents can be prepared and Board Packets assembled. Clerk Thomas also reported that due to an increase in electronic equipment at curbside, Prairieland Disposal will pick up the remaining items tomorrow. She reported that the contractor has requested an addendum to the contract to limit (1) television or (1) computer monitor per household in the future. The addendum will be presented at a future meeting.

PRESIDENT’S COMMENTS: President Kunz noted that last Saturday’s events at the Brathaus and Panino’s had nice attendance. He reported that a new for sale sign has been placed on the property next to the Municipal Parking Lot. President Kunz further suggested that any Board member approached with complaints about no parking should direct them to contact the owner of that property. He pointed out that the Village has created (8) additional parking spots in the Municipal Parking Lot with the new configuration, there are (34) parking spots on Rte. 12 from Mill Street to Liberty Street, (14) parking spots at Memorial Hall and Dr. Horner will permit parking in her rear parking area on Fridays and Saturdays after 6 PM and Sundays all day. President Kunz reported that the video gaming business that was going to open in the Shell Plaza will not be opening; however, another video gaming company is interested in the two open units.

With no further business, Trustee Wardanian moved to adjourn the October 5, 2017 Regular Board Meeting, seconded by Trustee Bardy. Motion approved by voice vote.
