Village of McCullom Lake Board met November 14.
Here is the minutes as provided by the board
President Shepit called the meeting to order at 7:02 P.M. – All Village Board meetings will be tape recorded.
Roll Call: By the Village Clerk, Sherri L. Messina
Present: President Shepit, Trustees Bogacz, Fritz, Given, Matthesius Mazurek, Walter.
Absent: Attorney Shaw
Minutes: Trustee Matthesius made a motion to approve the minutes; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.
Bills: Trustee Matthesius made a motion to pay the bills; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.
Parks: Trustee Given suggested looking into having an ice rink for the community in the future.
Roads: Manholes are having some epoxy put around them to keep them down for the winter so the snow plows will not hit them. There was some flooding on McCullom Lake Road and we had some help with taking care of that issue and the road way will be patched. Trustee Given stated that there has been a light out at Forestview and Maple Hill. President Shepit will give Com-Ed a call.
Police: The new Police SUV has been ordered and the financing was approved. On November 21, 2017 a new radar will be installed and the old SUV will have items removed so that it can be put up for sale. The Crown Vic will remain in service.
Chief Beatty informed President Shepit and made her aware of the Red Hum-V that previous President Counley had Chief Beatty do all the paperwork for it to have it transferred over to the Village of Lakemoor because they wanted it and where it has also been housed for over a year yet the Village of Lakemoor did not complete their portion of the paperwork and let Chief Beatty know that they would be dropping off the Hum-V on this Friday because they no longer wanted it. The Village of Johnsburg is showing some interest in it, otherwise Chief Beatty will take it somewhere South of here. Trustee Walter stated that we should have made sure that the vehicle got titled to the Village of Lakemoor. President Shepit replied that we did our part, but the Village of Lakemoor did not do their part.
It was brought up about purchasing a body camera this year and another one next year. Trustee Bogacz asked how effective were the cameras. Officer McCullough feels they are very effective by protecting them and the citizens. He stated that when there is a matter of he said she said the Chief will simply view the video and take it into court if there is a dispute of what happened during the traffic stop.
Trustee Walter has a list of houses with no address numbers on the outside of the house. He will give the list to Officer Durbin.
Communications: President Shepit brought up that the CDBG funds for drainage will be distributed and the final Phase will start up in the Spring.
The new pole for the siren will hopefully be going up by Friday and will be placed next to the PACE station. The pole company will be the ones to contact J.U.L.I.E. before installing it. The siren will have a solar panel on it.
Audience: Mike Nelson purchased and renovated a house from top to bottom at 4803 McCullom Lake Road that he is going to rent out. Everything that he did had to be inspected by our Building Inspector. He was informed that as a Landlord he would need a Landlord Inspection as well. He is asking that since everything was already inspected recently could that Landlord Inspection fee be waived. The board does not have a problem with waving this year’s fee as long as Building Inspector Lindquist signs off on it.
Ben Spotle is asking to use the Village Hall on November 25th to host his 18th birthday party and have his band play. It will be from 5:30 to 8:30 and will be adult supervised with only water and pop served. His band has a huge fan base and he would like to perform for them. Ben’s band has also performed at the Village’s community picnics. The board feels that this is good for the kids and our community and if the hall isn’t rented out for that day they do not see a problem with it.
Cindy will be renting the hall on January 20th, 2018 for her Community Outreach Program on Emergency Preparedness which will be presented by Officer Dennis Durbin. County Emergency Management will be in attendance at the event and she is asking that the board come and participate. Office Durbin has been preparing a mandatory Emergency manual for the Village that is almost completed. Cindy will be promoting the event with flyers and on the air as well.
America Preparedness gave her a tool kit on how to promote the event. The Prepared-A-Thon will be promoted by America Preparedness and they will promote our community on their Facebook page and will supply her with posters. Cindy’s teen group started a project called Night Night Bag. These bags include handmade blankets by the teens along with small various items in the bags that will be given to our Police Department that our officers can distribute to children and teens that have been traumatized in an accident or a not so pleasant event to bring them some comfort. The board felt that this was an incredibly heartwarming idea and thanked Cindy and her teens for these bags.
Old Business: Snow Plowing
Trustee Matthesius made a motion to approve McHenry Township for our snowplowing; seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried. President Shepit stated any calls or complaints about snowplowing need to come to the Village and not Township.
New Business: Ordinance of the Village of McCullom Lake Abating 2017 Taxes for Series 2011 General Obligation Bonds – Trustee Matthesius made a motion to approve Ordinance #492 Abating 2017 Taxes for Series 2011 General Obligation Bond; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.
Approve Annual Illinois Municipal League 2018 Membership. Trustee Matthesius made a motion to pay the amount of $30643.93 in two (2) payments for the Annual Illinois Municipal League 2018 Membership; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.
Approve only one (1) board meeting in December as well as Approving December bills to be paid. Trustee Bogacz made a motion for the one meeting in December which will be December 12th and approval to pay December bills; seconded by Trustee Given. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.
Discussion:
Epay will be added to the next meeting’s agenda.
Pay increases will be reviewed at the November 28th board meeting in Executive Session.
MCCOG Christmas meeting will be Wednesday, December 13th hosted by the City of McHenry. If you are attending please bring a food item to donate to the McHenry Food Pantry.
Trustee Walter mentioned that he was getting a log for Pauly to fill out on the job duties that he performs daily. The other board members as well as the Village President do not feel this is necessary nor is it mandated.
Lots on Gate 1 – Attorney Shaw did a FOIA request to the City of McHenry on any Intergovernmental Agreement on those lots and the City could not find any. President Shepit feels maybe those lots could be used as a Park.
President Shepit let the board know that some delinquent sewer bills are getting paid, not a lot but some. If a resident is looking to get a building permit and they are behind on their sewer payments, the sewer account must be paid in full to receive any building permit.
The board members were made aware that foxes and coyotes have been seen in the community and to please watch your pets.
