Village of Holiday Hills Board of Trustees met March 19.

Here is the minutes provided by the Board:

Call to Order:

President French called the meeting to order at 7:00 p.m.

Roll Call:

Board members present: President Lou French, Trustees Rich Young, John Chesler, Teresa Beaudoin, Kathy Andrews, Cheryl Thompson, Lisa Maier

Board members absent: None

Staff present: Director of Village Maintenance Doreen Dzialo, Police Chief Jim Walton, Treasurer Joe Landers, Building Inspector Chris Carlsen, Clerk Jennifer Osterman-Keyes

Staff absent: Building Inspector Ray Dobosz

Pledge of Allegiance:

President’s Report (Lou French):

President French addresses the audience with a quick plea for all to fill out the income survey, stating we need 80%. He reminds all that this would benefit the village because we can use some of the grant money to complete yearly road maintenance. Director Dzialo explains the financial aspect and stresses that we need responses. President French asks the audience for one person on each block to be a liaison to aid in communication of village matters and also advises people can use the nonemergency number as well.

Discuss and approve obtaining a Village credit/debit card: President French explains that we could use this to pay certain village bills including autopay and that if used for out of the ordinary items the board can vote on that then. He asks for a motion to approve. A motion is made by Trustee Young and seconded by Trustee Chesler.

Announce Special Meeting on April 3rd with Utilities Inc.: President French tells all that the water company, Utilities Inc., will be at the village hall on April 3rd from 5 p.m. to 8 p.m. for a special meeting. He asks all to attend and states they do not have to remain for the entire time. He would like residents to plead their cases to the water company. Mrs. Wilson would like to know why they are raising curb boxes and Trustee Chesler states they can be pushed down. Inspector Carlsen states that they come in quarterly and do not know if something happens in between. Mrs. Kraft asks about new meters and a discussion between the audience ensues. President French asks the audience to save all their water questions until April 3rd. Trustee Beaudoin adds that the money that Utilities Inc. receives from the village is going towards improvements to all their customers but us.

Vote to abandon Aspen Street and sell to the Wilson family for $10,000: President French states that the price was $10,000 but Mrs. Wilson would rather pay &7,500. President French states that the property is buildable. He adds the we need to abandon the street first and also have the neighbor relinquish their rights to it. Trustee Chesler asks if that is all that needs to be done to which President French responds that there are a few more steps but this must be done first. A motion to abandon Aspen Street is made by Trustee Young and seconded by Trustee Andrews.

Mrs. Wilson states she will buy the property for $10,000 if some of the money would go towards rebuilding the park on Tower and Hickory. President French states that he cannot promise that due to the park property being owned by the Home Owners Association. Trustee Young asks if the village can sell the street for $7,500 and Mrs. Wilson can donate the additional $2,500 to the park. After some discussion it is decided to proceed with that plan. A motion to sell is made by Trustee Chesler and seconded by Trustee Beaudoin.

Vote to expand Elder Street onto Robert’s property: President French explains the project and states that Mr. Robert’s would like to grade his property beyond and install a gate to access the property. He would also clean up the debris. A motion to expand Elder Street is made by Trustee Chesler and seconded by Trustee Beaudoin.

Ayes: Young, Chesler, Beaudoin, Andrews, Thompson, Maier

Update on River Road roundabout: President French states that he has a recording of the meeting he and Trustee Maier attended and will soon have a transcription so that all interested can read. A member of the audience would like to know why a roundabout would not be good and President French explains the many problems.

Approve minutes for February 20, 2018 Board Meeting: A motion to approve was made by Trustee Andrews and seconded by Trustee Young.

Treasurer’s Report (Joe Landers):

Treasurer Landers asks for a motion to except the warrant. A motion is made by Trustee Chesler and seconded by Trustee Young.

Motion carried

Trustee Andrews objects to the lawyer bill.

He then asks for a motion to approve the warrant. A motion is made by Trustee Young and seconded by Trustee Chesler.

Treasurer Landers calls for a motion to receive the financials. A motion is made by Trustee Young and seconded by Trustee Andrews.

Community Relations (Cheryl Thomson):

Announce time and date for Easter Egg Hunt: Trustee Thompson states that the Easter Egg Hunt will be on Saturday March 31st at 11 a.m.

Announce dates for the community garage sale: Trustee Thompson advises that the community garage sale will be the weekend of May 18th and Mrs. Wilson is helping her and offered her telephone number for people to call. Director Dzialo interjects that the special garbage pick up can be either May 21st or June 4th to follow the garage sale. It is decided that the special pick up will be May 21st. Ms. Lundsten, who runs a village Facebook page will make announcements as well.

Environmental (Lisa Maier):

Discuss bee ordinance with possible approval: Trustee Maier proposes that we adopt the McHenry County apiary ordinance that already exists due to some legalities. She suggests that we can refine the ordinance later. A motion to adopt McHenry County’s apiary ordinance is made by Trustee Young and seconded by Trustee Thompson.

Finance (Teresa Beaudoin):

Trustee Beaudoin would like to know if we can sell some of the village properties to pay for rebuilding the Tower/Hickory park. President French suggests they make an appointment to look at the properties to see what can be done. Trustee Maier states they should be left for wetland.

Old Business:

President French states that the Mosier lawsuit is officially dismissed.

New Business:

Trustee Chesler would like to know why the Chief is driving the new squad car. Chief Walton states he has the vehicle so that the cage and a radio can be installed and then it is going into the fleet.

President French would like to make Mike Thompson an assistant public safety officer to fill in in his absence and when additional help is need. Consensus is all ayes to make Mike Thomson an assistant safety officer.

Public Comment:

Inspector Carlsen would like a new basketball hoop, and President French would like it moved so basketballs would not hit the building.

President French brings up the roundabout and states that the county is pushing it through without an environmental study. Trustee Maier says she will monitor the system to see if it is working but there is no environmental baseline. President French proposes filling out petitions in opposition and explains the hazards this project can cause. He also gives some examples of the problems they are having. Trustee Thompson would like to know if Island Lake is petitioning as well. Mr. Maier thinks a non-biased company should come in and get an environmental baseline. Trustee Maier also brings up possible flooding and now others may need flood insurance. President French invites the board and audience to attend the county board meeting where they are voting on a personal relations person for the project. Kathy Reiland says there will be an emergency road after the road closure for emergency vehicles. She discusses some of her experiences with the county. President French states that if anyone would like to help get the word out to contact Mrs. Reiland and not the village because we are doing this as residents. He also suggests a Facebook page.

A motion to enter executive session to discuss personnel was made by Trustee Andrews at 8:02 p.m. and seconded by Trustee Young.
