Village of Lakewood Board of Trustees met May 8.

Here is the minutes provided by the Board:

The Village Board Meeting was called to order at 7:03 p.m. by President Serwatka at RedTail Golf Club. Present were Trustees Davis, Rexroat, and Stephan. Trustee McMahon arrived at 7:04 p.m. Trustee Odom was absent. Also present were Chief Administrative Officer Jeannine Smith; Village Clerk Janice Hansen; Village Attorney Michael Smoron; Village Treasurer Jean Heckman; Chief of Police Michael Roth; Golf Manager Terry Remke; Golf Instructor Cuti Peterson; and a few members of the public.

Public Comments: John Kavalunas of 8790 Shade Tree Circle requested an update on last year's east side flooding issues.

Consent Agenda: The following were considered and enacted on a single motion by Trustee Davis, seconded by Trustee Stephan:

Approval Of Minutes: April 26, 2018 Regular Village Board Meeting

Approval Of Bill List: Accounts Payable Invoices Dated April 30, 2018 in the Amount of $35,410.43

Approval Of Financial Statements: None

Approval Of Ordinance No. 2018-15-An Ordinance Amending

Approval Of Redtail Golf Club Policies And Procedures Manual: Trustee Davis commented that the proposed manual is a great resource. He questioned Storm Procedures; "in the unlikely event of a tornado, all customers and staff should be directed to the clubhouse''. The clubhouse is a trailer which could be detrimental in a tornado. Perhaps customers and staff should wait out the storm in the cars. He also questioned the tracking of free golf to those in the Ambassador program. Golf Manager Remke replied the RedTail Golf system is capable to recording names, number of rounds, and times played; there will be a weekly report generated from this system. Trustee Davis, seconded by Trustee Rexroat, moved to approve RedTail Golf Club Policies and Procedures Manual. Voting Aye: Trustees Davis, McMahon, Rexroat, Stephan, and Ulrich.

Voting Nay: None. Absent: Trustee Odom. Motion declared carried.

Approval To Authorize Village Chief Administrative Officer To Execute A Contract With The Fun Ones For The July 21, 2018 Movie Night: Chief Administrative Officer Jeannine Smith stated that the Village Board agreed by general consensus for staff to proceed with three special events over the summer. The July 21, 2018 Family Movie Night featuring the movie Sing will be free to the public. There are upfront costs for this event and the Committee anticipates net revenues will cover the movie costs.

Treasurer Jean Heckman remarked that at the next Board Meeting there will be an agenda item to approve the rental of an inflatable screen, sound system, and popcorn machine for this event.

Advertising techniques and mosquito prevention was discussed.

Trustee Stephan, seconded by Trustee McMahon, moved to approve the Village Chief Administrative Officer to authorize a contract with The Fun Ones for the July 21, 2018 Movie Night. Voting Aye: Trustees Davis, McMahon, Rexroat, Stephan, and Ulrich. Voting Nay: None. Absent: Trustee Odom. Motion declared carried.

Approval Of Ordinance No. 2018-16 - An Ordinance Amending Chapter 3 And 4 Of The Lakewood Municipal Code Pertaining To The Supervision Of The Chief Of Police: This Ordinance is structured so that the village President has the authority to appoint the Chief of Police with the advice and consent of the Board and that the Chief of Police repo1is to the Chief Administrative Officer.

Trustee McMahon, seconded by Trustee Rexroat, moved to approve Ordinance No. 2018-16. Voting Aye: Trustees Davis, McMahon, Rexroat, Stephan, and Ulrich. Voting Nay: None. Absent: Trustee Odom. Motion declared carried.

REPORTS: Chief of Police Roth remarked that he is planning National Night Out on August 7, 2018. The event will include face painting, dunk tank, video game trailer, inflatable obstacle course, all local businesses will be featured including Public Works and the Fire Department.

Attorney Michael Smoron commented a formal complaint on Inverway regarding an existing home and the construction of the home next door which has similar features. The complainant does not own the home plans; the builder owns the plans which can be amended at their discretion. The complainant, the new homeowners, and builder need to talk to one another to resolve this issue. The Village is not liable for any of these disputes.

Trustee Stephan commented that the Turnberry Prope1ty Association would like Village Hall staff to reinstate Turnberry Lakes boat stickers and fishing passes. There are 597 residents that have lake rights and it is important to the TP A not to have unauthorized users. Attorney Smoron remarked that the Police Department will need clear direction to enforce Turnberry Lake rules.

Trustee Stephan remarked on Muirfield resident follow up. Residents would like the Village to amend the nuisance ordinance to include allowable exterior home decorations and outdoor furniture. Attorney Smoron commented that there is nothing in the covenants to address nuisance matters and it is difficult to follow up in comt, judges usually suggest having the neighbors settle such matters. Attorney Smoron suggested an amendment to the covenants which have more latitude in a court. Chief Administrative Officer Jeannine stated that an amendment to the nuisance ordinance will be drafted for Board approval.

Trustee Davis will assist the Police Department in adjusting the buoys on Crystal Lake for the summer boating season.

With nothing further to discuss, Trustee Stephan, seconded by Trustee Davis, moved to adjourn the meeting. Voting Aye: Trustees Davis, McMahon, Rexroat, Stephan, and Ulrich. Voting Nay: None. Absent: Trustee Odom. Motion declared carried. The meeting adjourned at 8:04 p.m.
