Here is the minutes provided by the Committee:

1. CALL TO ORDER

Meeting called to order at: 8:17 AM by Joseph Gottemoller.

PRESENT: Gottemoller, Skala, Thorsen, Wilcox (8:31 AM), Wilbeck, Kearns (8:28 AM) ABSENT: Kopsell

2. MINUTES APPROVAL

A. Transportation Committee - Public Meeting - Jun 27, 2018 8:15 AM

On a motion by Mr. Skala, seconded by Mr. Thorsen, the meeting minutes of June 27, 2018 were approved as presented.

RESULT: ACCEPTED BY VOICE

3. PUBLIC COMMENT

• Mr. Lee Woodward, 2716 Kashmiri Ave, McHenry, IL spoke about the Nondedicated Subdivision Roads (NSR) and the Shalimar subdivision.

• Mr. Mark Galasso, 411 Mineral Spring Rd. McHenry Township, spoke about his street lights for his roads and the Nondedicated Subdivision Roads.

• Ms. Jenny Farley came to introduce herself as the new Chairwoman of the Public Transportation Advisory Committee (PTAC). Ms. Farley will be following Ms. Mary Donner in this position. Ms. Farley stated that McHenry County is an example in providing transportation to those in need.

• Mr. Michael Rein, County Board Member spoke about the newer bridges that have gone up questioning whether groves in the bridges are necessary.

• Ms.Cathy Rogers, 2716 Henzada, Shalimar subdivision, spoke about the paving that was done in front of her house and how well it has lasted.

Mr. Kearns arrived at 8:28 AM

This item was approved under the Routine Consent Agenda with a roll call vote.

2. Resolution Approving an Engineering Services Agreement to Provide Bridge Inspection Services and Appropriating Funds was removed from the Routine Consent Agenda

Mr. Wilcox arrived at 8:31 AM.

3. Resolution Awarding a Contract for Thermoplastic Pavement Markings and Appropriating Funds

No discussion on this item.

This item was approved under the Routine Consent Agenda with a roll call vote.

6. ITEMS REMOVED FROM CONSENT AGENDA

1. Resolution #2 Resolution Approving an Engineering Services Agreement to Provide Bridge Inspection Services and Appropriating Funds

For consideration was a resolution approving an Engineering Services Agreement with Willett Hofmann and Associates Inc., for the 2018 Biennial Inspection of 119 structures. This inspection cycle includes all of the structures on both the two year and four year inspection intervals. Element level inspections for structures on the National Highway System and underwater inspections are included in this contract.

Mr. Wilbeck had an issue with the Request for Qualifications (RFQ) process, stating that it appears like a subjective choice.

Staff stated that the process is the same as it is on every other project where cost is not a factor when selecting a qualified consultant. The County puts out an RFQ for the scope of services. Those services are negotiated with the number one ranked consultant. If those services aren’t agreed upon, then you move down to the next consultant. It's qualification based selection as required per State Statute.

7. NEW BUSINESS

A. Proposed Modifications to the MCRide Program in 2019

The following modifications to the MCRide dial-a-ride program were recommended for 2019. Should the Transportation Committee approve these changes, they would be included in the 2019 MCRide Intergovernmental Agreement for operations beginning January 1, 2019. The Public Transportation Advisory Committee (PTAC) met on July 11, 2018 and approved all components of this proposal.

There were five components to the proposal:

1. Adding New Partners to the Service Area 2. Adding New Point Destinations to the Service Area 3. Adding Sunday Service 4. Increasing Partner Contributions 5. Increasing Rider Fares

Discussion ensued.

On a motion by Mr. Skala, seconded by Mr. Kearns, the modifications to the MCRIDE dial-a-ride program were approved as presented.

RESULT: APPROVED BY VOICE

B. Letter of Intent Between the McHenry County Division of Transportation and the Illinois Department of Natural Resources for Culvert Replacement along River Road in Unincorporated McHenry County

Staff was seeking direction to move forward to partner with the Illinois Department of Natural Resources (IDNR) on the replacement of existing multiple culverts with a single box culvert under River Road. The project is located 895 feet northwest of the intersection of Fernview Lane and River Road near the Yellow Head Marsh Dam in unincorporated McHenry County. It is anticipated that design engineering will be completed in early 2019, with construction to occur during the summer of 2019.

Discussion ensued.

On a motion by Mr. Skala, seconded by Mr. Kearns, the Letter of Intent between McHenry County and the Illinois Department of Natural Resources was approved to move forward with an Intergovernment Agreement.

RESULT: APPROVED BY VOICE

C. 2019-2023 Transportation Program Update

Staff provided an update on the development of the 2019-2023 Transportation Program.

The timeline is as follows:

• August 29 - Provide DRAFT of Transportation Program to Transportation Committee for Review.

• September - Collect input from Transportation Committee Members

• September 26 - Transportation Committee Presentation & Release Revised Draft for Public Review

• October 31 - Transportation Committee Approval of the Program

• November 13 - County Board Approval of the Program

Discussion ensued.

8. OLD BUSINESS

A. 2018 Transit Plan Update

The Existing and future Conditions Report has been completed and is available online at www.mchenrycountyil.gov/2018TransitPlan (click on the Updates tab). The Existing and Future Conditions Report provides current and projected demographic, employment, and transit information that will be used to plan future transit changes in the county.

The portion of the Public Awareness Plan that included surveys, stakeholder outreach, media engagement, stakeholder meetings and community outreach events has wrapped up. The final strategy in this segment of the project is to facilitate three targeted focus groups. These events will discuss draft strategies with participants.

• August 7, at 6:00 PM at the Harvard Public Library (900 E. McKinley St., Harvard)

• August 9 at 1:30 PM at the RedTail Golf Club (7900 RedTail Drive, Lakewood)

• August 9 at 6:00 PM at the McHenry Public Library (609 Front St., McHenry)

TranSystems has begun work on implementation strategies, innovative technology applications, and funding alternatives. A draft document will be provided to the Transportation Committee and Public Transportation Advisory Committee (PTAC) for input when it is available.

B. Speed Limit Studies - Direction on Current and Future Requests

At the Transportation Committee meeting on September 27, 2017, ordinances were brought before the Transportation Committee with recommendations regarding speed limit changes on various county and township highways. The Committee requested the detailed information regarding the studies and continued the discussion to another meeting. The McHenry County Division of Transportation (DOT) provided the information and then at the Committee meeting on October 25, 2017, presented the County’s Speed Study Policy discussing how the DOT handles requests and conducts studies. The Committee discussed the matter including how studies should be done, how often, and whether they should be conducted at all.

The DOT has received several requests from Township Highway Commissioners and residents to conduct speed studies along various township and county highways since those meetings. Another speed study has been initiated by DOT staff to evaluate a safety issue along a County Highway. These speed studies are either on hold or completed but have yet to be brought to the Transportation Committee for consideration.

The DOT was requesting direction from the Transportation Committee regarding these pending speed studies as to whether they should be brought forward. The DOT was then seeking direction regarding how future requests should be processed by the DOT.

Discussion ensued.

Consensus was reached by the Transportation Committee members to have the speed study request(s) and the reason for the request(s) brought forward to the Transportation Committee when received, and to have the Transportation Committee determine whether a study should be conducted. The speed studies would then be conducted in the spring and fall each year.

C. Nondedicated Subdivision Road Program - Update and Discussion

1) Financial monthly update:

➢ An invoice for Algonquin Township under their IGA on Deerpath Road was processed;

➢ In-house maintenance costs for trees due to storm.

2) Cost estimate to complete Orchard Beach Road.

➢ Four (4) videos were shown:

✓ Orchard Beach Road in Orchard Beach Subdivision;

✓ Orchard Beach Road within the Shalimar Subdivision;

✓ Kama within Shalimar Subdivision;

✓ Flooding on Orchard Beach Road in July 2017.

➢ Minimum Recommendations:

• To remove 3 1/2 inches of asphalt and replace with four (4) inches of asphalt;

• Minimum of a eight (8) inch cement stabilization for the road base;

• 17’ wide pavement (maintain the existing width);

• Reinstall the driveway aprons;

• Minor drainage work;

• Cost estimate for Orchard Beach Road (McHenry City limit to Kama Ave.) = $240,000.00 - Cost per mile = $600,000.00 per mile;

• Orchard Beach Rd. (Kama Ave. to Kashmiri Ave.) = $51,000.00 for 425 feet - Cost per mile $634,000.00;

• Kama Ave. approximately $33,250.00 - estimates $439,000 cost per mile.

Discussion ensued.

Consensus was reached by the Transportation Committee to have the DOT develop more detailed engineering plans to get a better cost and then meet with each resident along the road to discuss the plans.

3) Winter maintenance for the Nondedicated Subdivision Roads (NSR) for this coming season.

Staff distributed a sheet for the Annual Maintenance Comparison comparing recent bids for plowing services to the current IGA’s with the townships.

Discussion ensued.

Consensus was reached by the Transportation Committee to seek renewing the IGA’s for another year with the townships.

D. Staff Report

Staff stated that at the last meeting, under an agenda item for Township Consolidation, the DOT has developed a list of information that would be useful to know about the townships. Staff stated that the DOT is seeking direction from the Committee on how should this information be requested from the respective townships.

Discussion ensued.

Consensus was reached by the Transportation Committee to have DOT staff meet and discuss the information being sought with the road districts.
