McHenry County Transportation Committee met Sept. 26.

Here is the minutes provided by the committee:

1. CALL TO ORDER

Meeting called to order at: 8:15 AM by Joseph Gottemoller.

PRESENT: Gottemoller, Skala, Thorsen (8:25 AM), Wilcox, Wilbeck, Kearns

ABSENT: Kopsell

2. MINUTES APPROVAL

A. Transportation Committee - Public Meeting - Aug 29, 2018 8:15 AM

On a motion by Mr. Skala, seconded by Mr. Kearns, the meeting minutes of August 29, 2018 were approved as presented.

RESULT: ACCEPTED BY VOICE

3. STAFF RECOGNITION

Staff introduced Tyler Justen as the newest member of the Vegetation Crew. Tyler comes to the DOT from Johnsburg and received his training through Johnsburg High School. He has a Class A CDL and has both tanker and doubles and triple axel endorsements.

Staff re-introduced Ben Justen who has been with the DOT for 7 1⁄2 years and has just been promoted to Shop Supervisor on September 17, 2018. Ben is a graduate of WyoTech and majored in diesel mechanics and holds numerous certifications. Ben and his wife Caitlyn live in Poplar Grove.

Staff introduced the DOT’s Employee of the 3rd Quarter for 2018, Zac Hage. Zac has been with the Division of Transportation for seventeen (17) years and has been involved in every aspect of crew operations. Zac has taken over the responsibility of boom mowing for County roads and local townships. Zac’s ability to work under minimal supervision is a great asset to the department. He was asked to help the general contractor for the Bay Road Bridge project. Zac has been asked to adjust his schedule on numerous other occasions to help out and his willingness to be a team player and assist others is reflected in the work he does.

4. PUBLIC COMMENT

Mr. Jim Condon, McHenry Township Highway Commissioner spoke about the Orchard Beach section that is not part of the Nondedicated Subdivision Roads program. The southern portion of Orchard Beach is within the City of McHenry limits; however, the residents are not within the City. Because of the situation, the City has expressed that they are not willing to help financially upgrade the road. Mr. Condon met with the association members of about forty-one (41) homes and stated that he will try to receive cooperation from three (3) different parties: the Township, the Association, and stated that he is asking cooperation from McHenry County in upgrading the southern portion when the northern section is being done.

Mr. Thorsen arrived at 8:25 AM.

8. NEW BUSINESS

A. Randall Road Update

DOT staff provided an update to the Transportation Committee regarding the latest in construction as well as communication with the public.

Staff stated that the website is up and running further stated that it is the same website as it was for the design of Randall Road: www.randallroad.info. Also, one can sign up for email blasts at: . There is some activity starting this week such as installation of temporary traffic signals and temporary lighting will begin at various intersections.

9. OLD BUSINESS

A. Draft 2019-2023 Transportation Program Presentation

Division of Transportation staff has updated the 2019-2023 Five-Year Transportation Program and gave a brief presentation to the Committee. An electronic version of the DRAFT Transportation Program can be found on the Division of Transportation’s home page at www.McHenryCountyDOT.org .

In addition to updating revenue and expenditure estimates, additional changes were made to the document which can be found in Appendix D (last page). Comments on this DRAFT Program should be sent to the Division of Transportation by October 12, 2018.

At the October 31, 2018 Transportation Committee meeting, the 2019-2023 Program is scheduled to be on the agenda for consideration before going before the full County Board on November 13, 2018.

Mr. Skala asked about the breakdown of the County and Township bridges and the matrix that is used to determine which bridges are included. Staff stated that there are 133 total bridges. Staff stated that in this program there are nineteen (19) bridges and the bridges currently in the program have some structural deficiency.

Mr. Skala stated that he would like to see the ratings for the 133 bridges.

Discussion ensued.

Mr. Skala stated that at one point there was a proposal to have Algonquin Road join up with Harmony Road, is that considered a County project or a township/municipal project? Staff stated that the Algonquin Road extension project as it was first conceived is no longer being considered in that form, as it was developer driven.

Mr. Skala stated that the Main Street extension is not really going to solve the problem of Main and Route 47.

Staff stated that we do have engineering discussions with the Village of Huntley. They are working on other projects in the area that are more feasible. Talks with the Village are continuing.

B. 2018 Transit Plan Update

 Consultant is almost finished with the draft Preferred Alternatives Report.

 September 18, 2018, the project team met with Pace Suburban Bus to discuss the overall concepts for the report.

 Full draft is scheduled to be released to the Public Transportation Advisory Committee

(PTAC) and Transportation Committee around the second week of October. PTAC will discuss at their October 24th meeting.

 Present PTAC’s recommendations to Transportation Committee at the October 31st meeting. Members can submit comments into November.

 November, staff will be working with the consultant to finalize the report for the Transportation Committee’s approval on November 28th and County Board approval in December.

C. Nondedicated Subdivision Roads

Chairman Gottemoller stated that we just proposed passing the Intergovernmental Agreements for Dorr, McHenry and Nunda Townships for maintenance.

Mr. Skala expanded on what Mr. Condon said stating that the City of McHenry should be a part of the contributing efforts.

Staff stated that they have spoken with the City of McHenry and their response was that they are not their residents and the City’s position is that they won’t fund any road improvements.

Discussion ensued.

Mr. Condon reiterated that McHenry Township would be glad to participate in this process and he is willing to have a conversation with the City of McHenry.

Mr. Kearns stated that he would be very much in favor of that kind of participation throughout all of McHenry Township for all of the roads.

D. Staff Report

Mr. Austin spoke about the results of the Employee Forums and mentioned that there is an interest that the employees at the DOT meet the Transportation Committee members whether it can be done formally or informally.

Transportation Committee members are welcome to participate in a “ride around” to see what the DOT does on a daily basis.
