City of Harvard City Council will meet November 27.

City of Harvard City Council will meet on Tuesday, Nov. 27.

Here is the agenda provided by the council:

1. Call meeting to order

4. Consent Agenda

Items under the consent agenda are acted upon in a single motion. There is no separate discussion of these

items prior to the Council vote unless a Council Member requests that an item be removed from the consent agenda for separate action.

Motion to approve the following Consent Agenda as presented:

a. Regular City Council Meeting Minutes of October 23, 2018 and Special City Council Meetings of

November 2 & 3, 2018

b. Building & Grounds Report

c. Community Development Department Report

d. Harvard Diggins Library Directors Report

e. Parks & Recreation Report

f. Police Department Report

g. Public Works Department Report

h. Utilities Department Report

i. Accept Alderman Kevin Williams resignation as Ward 2 Alderman effective October 24, 2018.

j. Accept Roger and Janet Hugg’s resignation from the Events Committee effective December 31, 2018.

k. Resolution Establishing Regular City Council Meeting Dates for Calendar Year 2019

l. Payment of bills in the amount of $699,104.32

6. Resolution 2018 Harvard Jr Tackle Stingers Northern Illinois Football Conference Championship

 Action requested is to approve a resolution in honor of the Harvard Jr. Tackle Stingers Northern Illinois Football Conference Championship.

7. Petition for Variation from Section 13B.02.D, Use of Sewers Required and Section 13B.03.B, Use of Water Facilities Required, for property located at 108 Airport Rd.

 The petitioner, Marc Hathaway, d/b/a Stateline Investments LLC, is requesting relief from Section

13B.02.D, Use of Sewers Required and 13B.03.B, Use of Water Facilities Required, for property located at 108 Airport Rd. The fee has been paid. Action requested is to approve or deny the petition or refer to Committee for review.

8. Home Occupation Permit Application - Ingrid York, d/b/a Hippie Clips @ 801 O’Brien St.

 The petitioner, Ingrid York, d/b/a Hippie Clips is seeking approval of a Home Occupation Permit to operate a dog grooming business from her residence at 801 O’Brien St. The fee has been paid. Action requested is to approve or deny the application.

9. Terry Kirkpatrick, AlumiTank/Variation from Section 27.02A, Prohibited Fires, Burning

 The petitioner, Terry Kirkpatrick, d/b/a AlumiTank, is requesting an exception from Section 27.02A, Prohibited Fires, Burning to burn cleared brush/trees for property located at 201 Ratzlaff St. Current code prohibits open burning. Action requested is to approve or deny the request.

10. Relinquish Tobacco License/Munifa Sheikhali, Harvard Cigar LLC, d/b/a Harvard Cigarettes & Cigar, 24 N. Ayer St., Harvard

 Munifa Sheikhali, Harvard Cigar LLC, d/b/a Harvard Cigarettes & Cigar, 24 N. Ayer St has submitted a letter relinquishing the Tobacco License upon approval of a license issued to Zia Siddiqui Inc. Action requested is to approve or deny the letter relinquishing said license.

11. Tobacco License/Zia Siddiqui Inc., d/b/a Harvard Cigarettes & Cigar, 24 N. Ayer St., Harvard

 Zia Siddiqui Inc., d/b/a Harvard Cigarettes & Cigar, 24 N. Ayer St has submitted a Tobacco License application. The fee has been paid. Action requested is to approve or deny the application.

12. Intergovernmental Agreement with McHenry County and Other Partner Agencies for General Public Dial-A-Ride Transit Services in 2019

 Will require action to authorize execution of the Intergovernmental Agreement.

13. Award Property and Liability Insurance 12/2/2018 - 12/1/2019

 Action requested is to award the property and liability insurance coverage to Brit Global Specialty USA/Broker Crum Halsted with an annual premium of $95,263.00 and to authorize the execution of all necessary documents.

14. Proposed Tax Levy Ordinance

 Action requested is to approve the proposed tax levy ordinance.

15. Proposed Tax Levy Abatement Ordinance for Water/Sewer and TIF Bonds

 As in past years the abatement is meant for those revenue bonds issued in the water system and TIF District. There is sufficient revenue to pay for the principal and interest. Action requested is to approve the proposed ordinance as presented.

18. RTA Access to Transit Program Grant Application

 FYI - The City has been notified that our grant application to the RTA Access to Transit Program made the first cut and will proceed to the next step in the application process.
