Holiday Hills Village Board met Dec. 20.

Here is the minutes provided by the board:

Call to Order President French called the meeting to order at 1:01 p.m.

Roll Call Board members present: President Lou French; Trustees Teresa Beaudoin, Kathy Andrews, John Chesler, Lisa Maier, Cheryl Thompson, Rich Young Board members absent: none Staff present: Village Collector Lisa Phelps, Police Chief James Walton

Pledge of Allegiance

President’s Report (Lou French) Adopt resolution regarding Village Clerk position: President French requested a motion. Motion: Andrews Second: Chesler Ayes: Andrews, Beaudoin, Chesler, Maier, Thompson, Young Nays: none Abstain: none Absent: none Motion carried

Vote to appoint Lisa Phelps Holiday Hills Village Clerk: President French requested a motion. Motion: Andrews Second: Beaudoin Ayes: Andrews, Beaudoin, Chesler, Maier, Thompson, Young Nays: none Abstain: none Absent: none Motion carried

Oath of Office, Lisa Phelps: Village Collector Lisa Phelps took Oath of Office to serve as Village Clerk. President French explained that with a village of fewer than 5,000 residents it is common practice in the State of Illinois to have the Village Clerk an appointed position rather than an elected position. He said that this was previously discussed in August 2018.

Vote to pay Illinois Municipal League for annual insurance premium: President French requested a motion to pay the Illinois Municipal League $18,781.47 for annual insurance premium. Motion: Andrews Second: Maier Ayes: Andrews, Beaudoin, Chesler, Maier, Thompson, Young Nays: none

Abstain: none Absent: none Motion carried

Vote to raise pay for all members of the police department, Director Dzialo, and information technologist by $.50 per hour: President French requested a motion to increase pay for the police department, including records clerk, Director Dzialo, and information technologist by $.50 per hour. He said that this was discussed and decided upon at the last Board Meeting. Motion: Chesler Second: Andrews Ayes: Andrews, Beaudoin, Chesler, Maier, Thompson, Young Nays: none Abstain: none Absent: none Motion carried

Trustee Chesler asked President French to clarify that Chief Walton will no longer have his own police vehicle to bring home. President French stated that Chief Walton has readily agreed to use his own private vehicle to report to any calls from his home. He said that Chief Walton would rather see his department have raises than for him to have his own vehicle. President French stated that the village will have only two police vehicles and that this will save on insurance and other expenses.

Public Comment A resident expressed concern with regard to the resolution that was just passed. He asked whether, if the resolution generated a lawsuit, would the village’s insurance would cover defense costs. President French stated that Attorney Kelly advised him that, in this circumstance, defense costs would most likely be paid by the village’s insurance.
