7. Petition for Variation for Property Located at 904 Lincoln St.
The petitioners, Keith and Roxane Ashcraft, are requesting relief from Section 19.15B3, Driveways and Private Parking Lots, to widen the driveway pursuant to the plans submitted to the City. Subject property is located at 904 Lincoln St. Action requested is to approve or deny the petition or refer to Committee for review.
8. Petition for Variation for Property Located at 1002 North Hayes St.
The petitioners, Paul and Debra Troxel, are requesting relief from Section 15.07D.C, Use of Residential Parking Area, to allow a recreational vehicle over 25’ in length and from Section 19.15B3, Driveways and Private Parking Lots, to expand the driveway 5’ on the north side of the current driveway, pursuant to the plans submitted to the City. Subject property is located at 1002 North Hayes St., Harvard. Action requested is to approve or deny the petition or refer to Committee for review.
9. Petition for Variation for Property Located at 7418 Route 14
The petitioners, Horacio Garcia and Sonia Castro, are requesting relief from Section 13B.02.D, Use of Sewers Required and 13B.03.B, Use of Water Facilities Required, for property located at 7418 Garfield St. The fee has been paid. Action requested is to approve or deny the petition or refer to Committee for review.
10. Harvard Milk Days Requests
Harvard Milk Days Inc. is requesting permission to whitewash the parade route, including Ayer St. (excluding the brick), similar to previous years. Action requested is to approve or deny the request.
Harvard Milk Days, Inc is requesting permission to conduct a 5K run, 10K Run and 5K fun run on Saturday, June 1st, pursuant to the attached route. Action requested is to approve or deny the request.
11. Milk Days Certificate Request – Saturday, June 1, 2019
Eric Brehm/Hub Lounge is requesting a Milk Day Certificate pursuant to Section 25.06B.2 for the outside consumption of alcohol, to encroach on the City sidewalk and to put up a small tent inside the fenced in area. Will require action from the City Council to approve or deny the request with the same conditions as previous years with a $100 permit fee and $500 security deposit.
12. Proposed Ordinance Approving the City of Harvard Annual Budget for Fiscal Year 2019/2020
Action requested is to adopt the ordinance establishing the annual budget for Fiscal Year 2019/2020.
13. Resolution Authorizing a Representative to Sign Loan Documents for the City of Harvard WWTF Improvements - Phase 1A
Action requested is to adopt a resolution authorizing City Administrator David A. Nelson to sign all loan application forms and documents for the City of Harvard WWTF Improvements- Phase 1A
14. Proposed Ordinance Authorizing the City of Harvard of, McHenry County, Illinois, to Borrow Funds from the Water Pollution Control Loan Program
Action requested is to adopt the proposed ordinance as presented.
15. Emergency Operations Plan/Office of Emergency Management
The original Emergency Operations Plan (EOP) is due for renewal through the McHenry County Emergency Management Agency (MCEMA). The document contains sensitive information and is available for review by the City Council by appointment at the Police Dept. Action requested is authorize the Mayor’s execution of the EOP as the Chief Executive Officer of the City.
16. Finance Committee Recommendation/Emergency Warnings & Notification
Pursuant to the Finance Committee’s recommendation, action requested is to move forward with the Code Red $3,000 option in an amount that will not exceed $3,000 annually.
17. Harvard Events Committee Requests Regarding FEASTival on July 13, 2019
The Harvard Events Committee is planning the 2nd Harvard Food Truck FEASTival to be held in the downtown area on Saturday, July 13th from 2 pm - 10 pm. The Committee requests the City Council consider the following: Close Ayer St. from 5-Points to Front St., close off certain cross streets, approve a One Day Liquor License allowing the outside consumption of alcohol within the fenced festival area, music permit turning off Ayer St. music for the day, use of City barricades, temporary fencing, picnic tables and garbage cans and to allow for free daily parking in all City lots, including Metra, for that day. Action requested is to approve or deny the requests.
