Motion to approve the following Consent Agenda as presented:

l. Accept Tammy Herrera’s Resignation from the Harvard Events Committee

o. Approve Events Committee’s recommendation to appoint Kim Raciborski to the Events Committee

6. Individual Action Consent Agenda Items

 City Council Action on any item removed from the consent agenda.

7. Petition for Variation for Property Located at 904 Lincoln St

 The petitioners, Keith and Roxane Ashcraft, are requesting relief from Section 19.15B3, Driveways and Private Parking Lots, to widen the driveway pursuant to the plans submitted to the City. Subject property is located at 904 Lincoln St. The variation petition was tabled at the last City Council Meeting. Action requested is to approve or deny the petition or refer to Committee for review.

8. Block Party/ Rebecca Franzone, 803 Lincoln St.

 Rebecca Franzone is requesting permission to have a block party on June 1, 2019, to celebrate Milk Days and to block off Lincoln St. from East Burbank St. to East McKinley St. from 9 am - midnight. Action requested is to approve or deny the request.

9. Special Event Liquor License/Carl Opper, Boys League Shelter, June 15, 2019

 Carl Opper is requesting a Special Event Liquor License for Saturday, June 15, 2019, at the Boy’s League Shelter. The fees have been paid and dram shop insurance has been submitted. Action requested is to approve or deny the request.

10. Special Event Liquor License/Healing Hearts w/Hooves and Hounds, Milky Way Park, June 15, 2019

 Healing Hearts w/Hooves and Hounds is requesting a Special Event Liquor License for Saturday, June 15, 2019, in conjunction with their Softball Tournament. The fees have been paid. Action requested is to approve or deny the request, pending submission of dram shop insurance.

11. FY2019/2020 City Directory

 Action requested is to approve the City Directory for FY2019/2020 as presented.

12. An Ordinance authorizing and providing for an Installment Purchase Agreement for the purpose of paying the cost of various capital improvements in and for the City of Harvard, McHenry County, Illinois, and authorizing and providing for the issue of not to exceed $5,000,000 Debt Certificates, Series 2019, of said City evidencing the rights to payment under such Agreement, prescribing the details of the Agreement and the Certificates, and providing for the security for and means of payment under the Agreement of the Certificates.”

 Action requested is to approve or deny the proposed ordinance as presented and to authorize execution of all related documents.

13. An Ordinance Amending the Harvard/Woodstock Enterprise Zone

 The proposed ordinance amends the Enterprise Zone Designating Ordinance and the Intergovernmental Agreement between the City of Harvard, the City of Woodstock and the County of McHenry Regarding the Harvard Woodstock Enterprise Zone. Action requested is to approve or deny the ordinance as presented.

14. An Ordinance Repealing Section 9.11, Testing of Outdoor Devices

 The proposed ordinance repeals the requirement to test the City wide outdoor warning system on a weekly basis. Action requested is to approve the ordinance as presented.

15. Water & Sewer Committee Recommendation Regarding Variation Petition

 The Water & Sewer Committee met on May 21, 2019 to review the variation petition submitted by Horacio Garcia and Sonia Castro. The petitioners are requesting relief from Section 13B.02.D, Use of Sewers Required and 13B.03.B, Use of Water Facilities Required, for property located at 7418 Garfield St. Action requested is to approve the Committee’s recommendation to approve or deny the petitioner’s request.
