Village of McCullom Lake President and Board of Trustees met July 9.

President Shepit called the meeting to order at 7:03 P.M.
Pledge of Allegiance
Roll Call: By the Village Clerk, Sherri L. Messina
Present: President Shepit, Attorney Shaw, Trustees Bogacz, Fritz, Given, Matthesius, Mazurek, Walter.
Minutes: Trustee Matthesius made a motion to approve the minutes; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Given, Mazurek, Matthesius, Walter=ayes. All in favor, motion carried.
Bills: Trustee Bogacz made a motion to pay the bills; seconded by Trustee Mazurek. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.
Park & Beach: Trustee Walter is planning on painting the garage at Zender Park this week.
Roads: Trustee Walter mentioned there was a tree down on West End that fell on the power lines. President Shepit called Com-Ed multiple times but because of the storms that came through they were extremely busy and our community had multiple trees and branches down. Com-Ed did come out and shut the line off and cut up the tree. The line is still hanging, but there is no power to it.
Communications: The handicapped accessible door needs to go out for bid. There has to be a pre-meeting during the day and President Shepit is hoping to do that on a Friday. Then there has to be an opening of the bids meeting and then the bids turned in will have to go before the board. There also needs to be bid packets made up for the bidders. We are hoping to have the bids on the agenda for the first meeting in August.
Audience: Cindy was back in the audience. She will be starting back up her teen youth group in two weeks on Wednesday July 24, 2019. Her outreach program is ready to go. Northwest CASA sent a thank you note to the teens because the money they raised for their organization NWCASA Human Race doubled from last year and it was also the most amount of money they have ever received in prior races and it was very much appreciated. The amount raised is rumored to be around $7000.00.
Treasurer Brandt will be starting to compile documents for the annual audit that is coming up on August 19, 2019.
Old Business: Definition of Home Occupation – Attorney Shaw’s thought process was to keep this as simple as possible. Trustee Walter had gone around to a few municipalities asking about their home occupation fees which he stated that the City of McHenry, the Village of Ringwood and the Village of Hebron had definitions but did not have fees. What Attorney Shaw drafted up would (A) Give the Village oversight on the businesses. (B) It takes Administrative time to keep up on these businesses. (C) The Village has the right to inspect the building/home in which the business is being conducted. Attorney Shaw stated that it is not a right to have a business conducted out of the home, it is a privilege. Trustee Matthesius made a motion to approve Ordinance #517 – An Ordinance Amending Section 6.5-1 of the Code of Ordinances for the Village of McCullom Lake; seconded by Trustee Given. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek=ayes. Trustee Walter=nay. Motion approved.
Discussion: Signage was discussed for Autism and whether or not we should have some signs put up in the Village. Attorney Shaw looked it up and stated that even though there are signs put up, vehicles still do not always slow down and it suggests that having them up gives parents a false sense of security. A ticket for speeding could be given out as well as a ticket for not stopping at a stop sign but a ticket cannot be given out for disobeying an Autism sign.
Trustee Given brought up tall grass that a neighbor of hers has that is extremely high. President Shepit stated that Officer Beatty has been giving out tickets for those kind of violations.
Trustee Matthesius made a motion to adjourn the meeting at 7:58 P.M.; seconded by Trustee Mazurek. Voice vote: Bogacz, Fritz, Given, Matthesius, Mazurek, Walter=ayes. All in favor, motion carried.
