City of Harvard City Council met Nov. 18.

Here is the minutes provided by the council:

Mayor Kelly called the Special City Council Meeting to order at 7:00 pm. City Clerk Moller called roll to establish a quorum. Aldermen present: Haderlein, Schulz, Carncross, Gorman, Perkins and Opper. Alderman Meza was absent. Also present was City Administrator Nelson.

PUBLIC COMMENT

None

WWTF IMPROVEMENTS PROJECT

Mayor Kelly updated the City Council on the status of awarding the contract for the WWTF Improvements Project. The low bidder, William Brothers Construction Inc., has resolved their eligibility issue with the federal government. They have been removed from the exclusion list and are eligible as a contractor that the City can award the contract to. The IEPA is currently working out the loan for the project. Once the DCEO has cleared all the grant conditions, the City can move forward to award the contract to the low bidder. Due to the timing of the project, approval is needed to authorize the Mayor’s signature on the documents for the loan and the contract once the paperwork is ready from the DCEO so there are no further delays.

A motion was made by Alderman Schulz, seconded by Alderman Carncross to authorize Mayor Kelly’s execution of the documents for the loan and contract once the documents are approved and provided by the IEPA and DCEO. Further discussion ensued:

• Alderman Opper inquired about the 90 day time parameter to award the contract. City Administrator Nelson related that the 90 day deadline was with the bid specifications of the contractor whereby their bid price was only good for 90 days. The City is prepared to move forward with the low bidder and has received email correspondence from them that they would hold their price. The City had prior conversations with the second bidder and that option is still open.

• At Alderman Perkins’ inquiry, Mayor Kelly and Administrator Nelson related that part of the low bidder’s agreement with the federal government was to institute a third party to monitor and review all their paperwork and report on a quarterly basis.

There being no further discussion, Clerk Moller called roll: Haderlein, aye; Schulz, aye; Carncross, aye; Gorman, aye and Perkins, aye. The phone connection was lost with Alderman Opper; upon reconnection, Alderman Opper voted aye. All ayes. Motion carried.

A motion was made by Alderman Schulz, seconded by Alderman Carncross to adjourn the meeting. Aldermen voting aye: Haderlein, Schulz, Carncross, Gorman, Perkins and Opper. All ayes. Motion carried.

Meeting adjourned at 7:17 pm.
