Village of Mc Cullom Lake Board of Trustees met Dec. 8

Here is the minutes provided by the board:

President Shepit called the meeting to order at 7:00 P.M.

Pledge of Allegiance

Roll Call: By the Village Clerk, Sherri L. Messina

Present: President Shepit, Trustees Bogacz, Fritz, Matthesius, Mazurek, Vick, Walter

Absent: Attorney Shaw

Minutes: Trustee Matthesius made a motion to approve the minutes with minor corrections; seconded by Trustee Mazurek. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick=ayes. Trustee Walter=Abstained. Motion carried.

Bills Read and Approved: Trustee Bogacz made a motion to pay the bills; seconded by Trustee Matthesius. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick, Walter=ayes. All in favor, motion carried.

Communications: President Shepit stated that Lori will be sending out paperwork for grant money for McCullom Lake Road for 500,000.00. Trustee Vick asked what if prices or bids go higher. President Shepit replied that we can send it out for bid again.

Audience: Cindy – The 2021 Human Race will be done virtually. Her group of teens was interested in donating to Dogs on the Go and when things start opening back up they would be interested in having a fundraiser at the Village Hall.

Lori – Last meeting she brought up re-financing but it will not be until 2023 and she’s concerned about not getting the same interest rate. The board recommended that she continue with the paperwork and we’ll address the interest rate then.

It was brought up that Brian Gates removed a rotted tree from the bike path. From the beginning of Covid to the end of September there were funds available from grants that we qualified for and Lori was able to get $43274.00 back for payroll reimbursement.

Old Business: Discuss Purchasing Village Truck – Trustee Vick stated that a truck would be around $50000.00. It will not fit in the garage when the plow is on it. He’s looking at trucks with an 8 foot bed that comes with a plow with 4 wheel drive. We can look for bids from any Ford, Chevy or Dodge store. He has no preference on what make it is. Trustee Bogacz made a motion to send out for bids: seconded by Trustee Walter. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick, Walter=ayes. All in favor, motion carried.

Abating 2020 Taxes Series 2011 General Bond Obligation – Trustee Matthesius made a motion to approve Ordinance #531 An Ordinance Abating 2020 Taxes for Series 2011 General Obligation Bond; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick, Walter=ayes. All in favor, motion carried.

New Business: Approve Annual Tax Levy – Trustee Matthesius made a motion to approve Ordinance #532 Annual Tax Levy 2020 -2021; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick, Walter=ayes. All in favor, motion carried.

Action to Keep Executive Session Minutes Closed to the Public – Trustee Bogacz made a motion to keep the Executive Session Minutes Closed to the Public; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick, Walter=ayes. All in favor, motion carried.

Destruction of Verbatim Recordings of Executive Session Minutes 18 Months and Older that there are Approved Minutes for – Trustee Matthesius made a motion for the Destruction of Verbatim Recordings of Executive Session Minutes 18 Months and Older that there are Approved Minutes for; seconded by Trustee Mazurek. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick, Walter=ayes. All in favor, motion carried.

Intergovernmental Agreement between McHenry Township Road District and the Village of McCullom Lake – Trustee Bogacz, made a motion to approve the Intergovernmental Agreement with McHenry Township Road District; seconded by Trustee Matthesius. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Walter=ayes. Trustee Vick: Abstained, motion carried.

Discussion: Liquor License Renewal Extension – President Shepit brought up that the Illinois Liquor Control Commission due to Covid-19 is doing liquor license extensions for businesses hit hard by the pandemic. The board discussed a possible 6 month extension on payment towards the liquor license to be given to

The Knoll and Lady Luck.

Municipal Streaming Tax – President Shepit brought up that The Illinois Municipal League has drafted a Streaming Tax Model Ordinance to tax amusements. A tax percentage can be imposed on the individual receiving electronically delivered video streaming, audio streaming and online games to their mobile device for the privilege to participate in such amusement. The rate of the taxation will need to be determined by the municipality and expressed as a percentage in the ordinance. The Village board is not in favor of imposing such a tax at this time.

The Village will be postponing the in house court cases, effective immediately. Due to Covid-19 there will be no Christmas caroling this year. Toys for Tots will be available this weekend, please see Trustee Fritz. Anyone knowing someone who needs a Christmas dinner please contact Trustee Fritz before December 20th.

Trustee Matthesius made a motion to adjourn the meeting at 7:34 P.M.; seconded by Trustee Bogacz. Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick, Walter=ayes. All in favor, motion carried.
