City of Woodstock City Council Met Feb. 2.

Here is the minutes provided by the council:

A regular meeting of the Woodstock City Council was called to order at 7:00 PM by Mayor Sager in the Council Chambers at Woodstock City Hall. Mayor Sager noted this meeting of the Woodstock City Council is being held under the Governor’s Emergency Declaration with Council members attending remotely and those attending at City Hall observing social distancing. He stated it is being livestreamed as is the City’s policy, including livestreaming of the Councilmembers who are attending remotely. Inviting all to participate, Mayor Sager explained the procedures to be used by the City Council, City Staff, and the Public to join today’s meeting, including how comments may be made and questions asked. Mayor Sager explained the Consent Calendar.

A roll call was taken.

COUNCIL MEMBERS PRESENT IN THE COUNCIL CHAMBERS: Mayor Brian Sager

COUNCIL MEMBERS PRESENT ATTENDING REMOTELY: Darrin Flynn, Lisa Lohmeyer, Wendy Piersall, Jim Prindiville, Gordon Tebo, and Michael Turner.

COUNCIL ABSENT: None

STAFF PRESENT IN THE COUNCIL CHAMBERS: City Manager Roscoe Stelford, Recreation Director Dave Zinnen, Communication/Grants Manager Terry Willcockson, and City Clerk Cindy Smiley.

STAFF ATTENDING REMOTELY: Assistant City Manager/Finance Director Paul Christensen, City Attorney Ruth Schlossberg, Chief John Lieb, IT Director Dan McElmeel, Public Works Director Christina Betz, Building and Zoning Director Joe Napolitano, and Economic Development Director Garrett Anderson joined during the proceedings.

Mayor Sager noted the presence of a quorum under the revised rules of the Governor during this COVID-19 emergency. City Clerk Smiley confirmed the agenda before the Council is a true and correct copy of the published agenda.

III. FLOOR DISCUSSION

A. Groundhog Day Proclamation

Mayor Sager stated it is most appropriate this proclamation is being presented today, as it is Groundhog Day. He thanked the Groundhog Day Committee for their great job in planning these events, including two events that were done safely in person. He also thanked the City’s professional staff, especially the Opera House staff for their work on this event. He noted everyone who attended had a great time. Mayor Sager also thanked Real Woodstock for their work to market the event.

Councilman Turner noted this was the 16th Groundhog Day celebration over which Mayor Sager presided and thanked him for his work on this, noting he has defined the event.

Without objection, the Proclamation Declaring February 2nd, 2021 Groundhog Day in the City of Woodstock was approved and accepted by the City Council. Mayor Sager read the proclamation for all to hear.

There were no comments forthcoming from the Council.

IV. CONSENT AGENDA

Motion by M. Turner, second by G. Tebo, to approve the Consent Agenda.

In response to a question from Mayor Sager, there were no items removed from the Consent Agenda by the City Council or the Public.

In response to a question from Mayor Sager, no questions or comments were forthcoming from the Public or the City Council concerning items on the Consent Agenda.

a) Approval of Ordinance 21-O-03, identified as Document #1, An Ordinance Abating the Levy of the Additional Tax Imposed for the Purpose of Borrowing Money and Issuing $2,350,000 Principal Amount General Obligation Waterworks and Sewerage Refunding Bonds - Alternate Revenue Sources), Series 2016, of the City of Woodstock McHenry County, Illinois for the Purpose of Refunding All or a Portion of the City’s Outstanding General Obligation Waterworks and Sewerage Bonds (Alternate Revenue Source), Series 2008A; and

b) Approval of Ordinance 21-O-04, identified as Document #2, An Ordinance Abating the Levy of the Additional Tax Imposed for the Purpose of Borrowing Money and Issuing $4,700,000 Principal Amount General Obligation Refunding Bonds (Alternate Revenue Sources), Series 2014, of the City of Woodstock, McHenry County, Illinois, for the Purpose of Refunding Series 2005B General Obligation Bonds (Alternate Revenue Source) and Series 2003 General Obligation (Limited Tax) Debt Certificates Issued for Constructing Roadway Improvements and the Development of New Park Sites along with Recreation Facility Improvements for the City of Woodstock; and

c) Approval of Ordinance 21-O-05, identified as Document #3, An Ordinance Abating the Levy of the Additional Tax Imposed for the Purpose of Borrowing Money and Issuing $9,430,000 Principal Amount General Obligation Bonds, Series 2020A, of the City of Woodstock, McHenry County, Illinois, Issued for Constructing Roadway Improvements for the City of Woodstock; and

d) Approval of Ordinance 21-O-06, identified as Document #4, An Ordinance Abating the Levy of the Additional Tax Imposed for the Purpose of Borrowing Money and Issuing $1,475,000 Principal Amount General Obligation Bonds (Alternate Revenue Sources), Series 2010C, of the City of Woodstock, McHenry County, Illinois, Issued for the Purpose of Refunding a Portion of the City of Woodstock’s Series 2002E General Obligation Bonds (Alternate Revenue Source); and

2. Ordinance – Liquor License – E-4 Liquor License Classification Amendment Approval of Ordinance 21-O-09, identified as Document #7, An Ordinance Amending Section 3.3.6, Classification of Licenses: Number and Fees, of the Woodstock City Code.

3. Award of Contract – Printing and Design of City Scene – Approval to award a three year contract for the design, printing and post office prep of the Woodstock City Scene to Full Draw Design, Woodstock, for a base price of $15,065 for 48 pages per edition.

4. Ordinance – Code Amendment – Alcohol Use for Pavilion Rentals – Approval of Ordinance 21-O-10, identified as Document #8, An Ordinance Amending Section 6.2.6, Public Ways and Property, of the Woodstock City Code.

5. Resolution – TIF#2 Inducement – 615 Brink Street - Approval of Resolution 21-R 03, identified as Document #9, A Resolution of the City of Woodstock, McHenry County, Illinois, to induce the Redevelopment of Certain Property Within the Woodstock TIF #2-Downtown & Route 47 Redevelopment Project Area (615 Brink St.).

6. Ordinance – Sale of Surplus Property and Vehicles – Approval of Ordinance 21-O 11, identified as Document #10, An Ordinance Authorizing the Sale or Disposal of Personal Property Owned by the City of Woodstock.

7. Resolution – Change Order – 2020 Street Program – Approval of Resolution 21-R 04, identified as Document #11, A Resolution Authorizing Change Order #1 in the Contract for Preliminary Site Investigation, Design Engineering, and Construction Engineering Services for the 2020 Street Resurfacing Program.

A roll call vote was taken on items A through D-7.

Motion by D. Flynn, second by W. Piersall, to adjourn to the City Council Workshop to be held at 5:30 PM on Tuesday, February 16, 2021 in the Council Chambers at City Hall.
