Here is the minutes provided by the committee:

1. CALL TO ORDER

Meeting called to order at: 8:32 AM by Larry W Smith.

PRESENT: Smith, Aavang (Remote), Gottemoller, Meshes (Remote), Phillips (Remote 8:36 AM), Schofield, Schwartz, Yensen (Remote)

ABSENT:

Also present was Peter Austin; County Administrator, Dennis Sandquist; Director of Planning and Development, Renee Hanlon; Planning Manager/Zoning Enforce Officer, Patricia Nomm; Director of Environmental Health, Jim Kearns; County Board Member, Mary McCann; Former County Board Member. The following members attended via webex: Adam Wallen; Building Enforcement Officer, Joanna Colletti; Water Resources Manager / Stormwater Chief Engineer.

2. MINUTES APPROVAL

1. Planning, Environment & Development - Public Meeting - Mar 2, 2021 8:30 AM

3. PUBLIC COMMENT

Mary McCann, Former County Board Member: She joined the committee to discuss the Solar Energy Installations and stated the County needs to be looking at them and asking questions about how they are being put in.

4. MEMBERS' COMMENTS

Carolyn Schofield: She stated she saw an article in the paper about McHenry and how it stated they were annexing residents in the city who did not comply with the Ordinance. She inquired if that was something they should be looking in to because it does not seem right.

5. NEW BUSINESS

1. Subdivisions with incomplete infrastructure - Discussion and Direction

Dennis Sandquist, Director of Planning and Development, joined the committee to discuss Subdivisions with incomplete infrastructure.

2. 2021 Recycling Event Schedule

Patricia Nomm, Director of Environmental Health, joined the committee to discuss the Recycling Event Schedule.

April 17th - Milky Way Park - Route 173 and Lawrence RD, Harvard

May 22nd- McHenry County College - 8900 US Route 14, Crystal Lake

September 11th- Woodstock North High School - 3000 Raffel RD, Woodstock

October 16th- Chesak Elementary School - 10910 Reed RD, Lake in the Hills

∙ Elgin Recycling will be Accepting Electronic Devices

o Televisions & Computer Monitors

o Computers & Small Scale Servers

o Printers, Fax Machines and Scanners

o DVD Players, DVD Recorders and VCR’s

o Video Game Consoles

o Digital Converter Boxes, Cable and Satellite Receivers

o Electronic Keyboards, Electronic Mice and Portable Digital Music Players

∙ The Environmental Defenders of McHenry County

o Will be accepting textiles/clothing, Fluorescent tubes and bulbs and clean Styrofoam

∙ Paper Tiger Document Solutions

o Will be onsite with a document shredding truck to securely shred paper documents free of charge. Available until truck is full.

Free Household Hazardous Waste (HHW) Recycling Event in McHenry County Saturday June 26, 2021 8am - 3pm / 515 Plum St, Lake in the Hills (Lake in the Hills Sanitary District)

∙ Items that will be accepted:

o Acids

o Adhesives

o Aerosol Products

o Antifreeze

o Auto Fluids

o Ballasts (PCB)

o Batteries - power tools and household sizes (No automotive/lead acid batteries) o Black top sealer - oil based

o Cleaning products

o Cooking oil

o Corrosives

o Drain cleaners

o Fluorescent bulbs (tubes and CFL’s)

o Gasoline and oil/gas mixtures

o HID lightbulbs (headlight bulbs)

o Hobby and Photo Chemicals

o Lawn Chemicals

o Medications (no controlled substances or needles)

o Mercury-containing devices (switches, thermostats, thermometers)

o Mercury

o Oil-based Paints, Stains and Varnishes (NO LATEX PAINT)

o Paint Thinners

o Pesticides, poisons, herbicides, insecticides

o Pool Chemicals

o Used Motor Oil

∙ These Items CAN NOT and WILL NOT be accepted, please do not bring them, it will only slow down the line.

o LATEX PAINT - Latex Paint is not hazardous and can be safely dried and discarded as trash. See the McHenry County Green Guide for additional options for recycling latex paint.

9. OLD BUSINESS

1. Unified Development Ordinance Amendments - Discussion and Direction

Dennis Sandquist, Director of Planning and Development and Renee Hanlon, Planning Manager/Zoning Enforce Officer, joined the committee to discuss the Unified Development Ordinance Amendments.

∙ Ancillary Dwelling Unit (ADU) Setback Changes

o Add the following regulation: ADU shall meet the same street yard requirement as the principal structure.

o Intent of change: ADUs are NOT accessory structures; therefore, the fifty foot (50’) street yard setback does not apply. This amendment applies the same setback standards to this secondary principal structure as the primary principal structure.

∙ Accessory Structure on through lots

o Past UDO interpretation of two (2) effective street yards on a through lot.

∙ Accessory Structures on through lots

o Front Lot Line – For a through lot, the lot line providing the primary access to the lot.

o Rear Lot Line – The Lot line that is most distant from and is, or approximately, parallel to the front lot line.

o Effective Street Yard – the yard that extends from the closest point of the front and corner side building lines of the principal building to the front and corner side lot lines.

o Effective Rear Yard – the yard that extends from the closest point of the rear of the principal building to the rear lot line.

∙ Accessory Structures on through lots

o Proposed 30 foot setback

1. ZBA and Hearing Officer Reports

Renee Hanlon, Planning Manager/Zoning Enforce Officer, joined the committee to discuss the ZBA and Hearing Office Report.

A Motion was made by Mr. Gottemoller, Seconded by Ms. Schofield to adjourn the meeting. The Motion passed on a voice vote of all present members voting aye, the meeting was adjourned at 9:18 AM.
