City of Woodstock Board of Police Commissioners met March 7.

A Regular Meeting of the Board of Police Commissioners of the City of Woodstock was called to order at 5:00 p.m. by Chairman Ron Giordano in the Woodstock Police Department Community Room. A roll call was taken by Chief John Lieb. Minutes were taken by Chief John Lieb.

Chairman Giordano made a Motion to approve the minutes of the December 6, 2021 Regular Meeting; second by Commissioner Troc. Motion approved.

Department Update
A. The current police officer eligibility list is exhausted. Chief Lieb announced that 15 applications for testing have been purchased for the April 2nd testing date, but of those, only 4 have been completed. Historically, we have over 100 applications purchased for a testing date. We have no Academy slots saved until January 2023. Therefore, the BOPC authorized the City of Woodstock to postpone testing until July/August of 2022. Commissioner Troc recommends another backup plan if no applications are purchased for the summer testing. Commissioner Giordano acknowledges that this will cause the Sergeant testing to be postponed. Commissioner Troc would be interested to hear from COPS why candidates “buy” an application, but then don’t complete it.
B. Probationary Officer Kevin Avers resigned from the department prior to completing his Field Training. Officer Mitch Marino is now on solo patrol. Three lateral hires are all in Field Training currently. They are Officer Charlie Levy (hired 11/29/21); Officer Dale Frederick (hired 01/04/22) and Officer Chris Zero (hired 03/02/22).
C. Effective 05/01/22, Sergeant Rob Pritchard will be promoted to Deputy Chief; Detective Shane Marshall will be promoted to Sergeant and Officer Adam Fischer will be assigned to Investigations as a Detective. All will be sworn in at the 05/03/22 Council meeting.
The only disciplinary matter consisted of one Officer receiving a written warning for a minor crash.
Old Business
A. Chief Lieb continues to see success in the Lateral Hire program. New Business
A. Commissioner Giordano approved the 2021 Annual Report to Mayor Turner.

Motion by Commissioner Troc, second by Commissioner Giordano to adjourn the meeting of the Board of Police Commissioners. Motion approved. Meeting adjourned at 5:30 p.m. on March 7, 2022 in the Police Department Community Room.
