1. HR Green – Route 47 Landscaping Plan

Approval for the City to commit to Measure 1 for Decorative Paving and Landscaping at an estimated cost of $2,068,512 and Street Lighting Alternate 2 for an estimated cost of $2,128,071, representing a total project cost estimate of $4,196,583 for local improvements to Route 47, and authorization for Public Works and the City’s Consultant, HR Green, to submit all plans necessary to move forward with the selected improvements to the Illinois Department of Transportation.

D. MANAGER'S REPORT NO. 206:

1. Ordinance – Amendment to City Code Section 3.4.2.3 – Athletic Exhibitions (206a) Approval of an Ordinance amending 3.4.2.3 Athletic Exhibitions of the Woodstock City Code.

2. Ordinance – Clerk Pay Amendment (206b) Approval of an Ordinance amending the Woodstock City Code Section 1.6B.5.I.2, Deputy Clerks, related to compensation.

3. Ordinance – Old Courthouse Lease – Woodstock Chamber of Commerce (206c) Approval of an Ordinance authorizing the execution of a lease agreement between the City of Woodstock and the Woodstock Chamber of Commerce and Industry for the lease of second floor space in the Old Courthouse at 101 N. Johnson Street, subject to the inclusion of any final changes to the lease agreement that are approved by the City Manager.

4. Contract Award – 2022 Pavement Marking Program (206d) Approval to award a contract for the 2022 Pavement Marking Program to the lowest responsible bidder, Precision Pavement Markings, Inc. from Pine Grove, Illinois, in accordance with the unit prices, as submitted, and not to exceed $152,531.81.

5. Contract Award – Ice Control Operations (206e) Approval to award a contract for the purchase and delivery of rock salt for use during ice control operations to the lowest responsible bidder, Morton Salt, Inc., Chicago, IL, in accordance with the submitted bids and no greater than a unit price of $92.72 per ton.

6. Darktrace Email Protection (206f) Approval to enter into a four-year agreement with Darktrace for its email-protection platform, as well as extend the existing network detection appliance for eighteen additional months, for a total cost of $115,100 and authorize the City Manager to execute any associated contracts.

7. Cultural and Social Awareness Commission DEI Program (206g) Approval of the newly proposed regrouping and change of direction by the Cultural and Social Awareness Commission in an effort to move forward with a 2022 Plan, including a Community Survey to formulate a formal roadmap for the Commission and its Diversity, Equity, and Inclusion (DEI) Program.

8. Push Tax Tolling Agreement (206h) Authorization for the Mayor to execute a Tolling Agreement with the municipalities Algonquin, Carpentersville, Lake in the Hills, and McHenry, and the video gaming terminal operators J&J Ventures Gaming, LLC, Gold Rush Amusements, Inc., Accel Entertainment Gaming, LLC, Lattner Entertainment Group Illinois, LLC, Eureka Entertainment, LLC, Velasquez Gaming, LLC, Ashiq Gaming, LLC, and Pocket Aces Gaming, Inc. for the purpose of tolling the City’s video gaming Push Tax, subject to review, reasonable revisions, and approval by the City Attorney.
