Chris Czarnowski, Ben’s Christmas Tree Farm, is requesting permission to place temporary directional signs at the intersections of Routes 14/173 and Routes 23/14 from November 15- December 21, 2022, with the permit fee waived in exchange for the Christmas tree that will be displayed at Five Points.

o. Halloween Trick-or-Treat Hours Monday, October 31, 2022, from 4-8 pm

8. Plaque Presentation to Outgoing Planning & Zoning Commission Member Jim Hutchinson

9. Payment of Bills

• Action requested is to approve payment of the bills in the amount of $1,368,413.84

10. Planning & Zoning Commission Recommendation – September 6, 2022

• Review the Planning and Zoning Commission's recommendation to approve the petition submitted by Dunham Township. Subject property is located at 107 Airport Rd., Harvard. The petitioner is seeking relief from the accessory size and height requirements pursuant to Section 9.3A.4&5, Accessory Structures and Uses, General Regulations for Accessory Structure of the Unified Development Ordinance (UDO) to build an accessory structure. Will require City Council action to approve or reject the Commission's recommendation.

11. Home Occupation Permit Application for Property Located at 717 Dewey St.

• The petitioner, Guadalupe Caballero, is seeking approval of a Home Occupation Permit to operate a beauty salon d/b/a Victoria from her residence at 717 Dewey St. Action requested is to approve or deny the application.

12. Special Event Liquor License Application

• Samantha Roesner, Bopps LLC, 103 E. Front St., is requesting a Special Event Liquor License for October 22, 2022, for a grand opening event. The petitioner has received permission to use the vacant lot adjoining Bopps. The fees have been paid. A music permit has been obtained. Action requested is to approve or deny the request.

13. Administration Committee Recommendation

• Action requested is to approve the Administration Committee’s recommendation to accept the Audit for FY Ending April 30, 2022, as submitted by Lauterbach & Amen LLP Accountants.

14. Community & Economic Development Committee Recommendations

• Action requested is to approve the Committee’s recommendation to adopt an ordinance amending the FY2022/2023 Budget to create a budget for the Economic Development Dept.

15. City Administrator Candidates

• Administration Committee Meetings have been scheduled to conduct candidate interviews for September 28th, September 29th, October 5th and October 6th; all meeting to start at 6:30 pm.
