The Board will accept public comment on items included on the meeting agenda or of a general nature. Public comment is limited to three (3) minutes per speaker.
Village President and Trustee Reports (Parks; Planning & Zoning; Special Events) Board members have the opportunity to report on any topic during the public meeting.
1. Approval: Consent Agenda – Approval via One Vote for All
All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.
A. Village Board and Executive Session Meeting Minutes – September 20, 2022
The Board will consider the approval of previous meeting minutes.
B. Accounts Payable – October 4, 2022
The Board will consider the payment of bills.
C. Treasurer’s Report – August 2022
The Board will consider the approval of the monthly treasurer’s report.
D. Resolution 2022-04, Fund Transfer
The Board will consider the approval of a resolution to transfer funds from the General Fund to the General Capital Fund for use in future projects and major asset purchases. The transfer amount is $744,488.
E. Resolution 2022-05, Rebuild Illinois Fund Allocation – Fiscal Year 2022/23
The Board will consider the approval of a resolution to allocate Rebuild Illinois (RBI) funds to the 2022 Road Resurfacing Program.
F. Professional Services Agreement, Parks Master Plan – Gary R. Weber Associates
The Board will consider the approval of an agreement with Gary R. Weber Associates to prepare a master plan and cost estimate for improvements to Picnic Grove Park and Lions Park. The cost for this work is not to exceed $13,110.
G. Temporary Liquor License Fee Waiver for Fox River Grove Lions for Fall Fun – October 22, 2022
The Board will considering waiving the temporary liquor license fee for the Fox River Grove Lions Club to sell alcoholic beverages at Fall Fun.
2. Approval: Ordinance 2022-12, Number of Liquor Licenses by Classification
The Board will consider the approval of an ordinance that would create a Class “A” liquor license for a restaurant to be located at 700 Northwest Highway.
3. Approval: Real Estate Consulting Services Agreement – Block B Properties
The Board will consider the approval of an agreement with ATMK Inc. for the purpose of marketing the “Block B” properties to potential developers. “Block B” properties are located along Northwest Highway between Lincoln Avenue and Illinois Street, and are currently owned by the Village.
