City of Harvard Administration Committee met Nov. 30.

Here are the minutes provided by the committee:

The Administration Committee meeting was called to order 6:30 pm. Committee members present: Chairwoman Lisa Haderlein, Aldermen Dan Carncross, Charlie Gorman, and Matt Perkins. Also present were Mayor Michael Kelly, Alderman Jay Schulz, Finance Director Deb Bejot, Code Enforcement Officer Anne Nutley, Park and Rec. Supt. Ryan Knop, Barney Papp and City Administrator Dave Nelson

Public Comment

None

UDO Define Parking Designated are Multi Tennant and School-Trade or Vocational Dormitory. Code Enforcement Officer Anne Nutley presented the committee with definitions of Multi-Tennant Parking, and School, Trade or Vocational Dormitory. See attached definitions.

There was discussion concerning these definitions and a motion was made by Alderman Gorman and seconded by Alderwoman Haderlein to adopt the definitions as presented. All ayes motion passed.

Review Section 27.06, Fireworks

Administrator Nelson presented an ordinance that the committee directed him to draft that would allow the Mayor’s office to issue a permit to qualified organizations and governments to conduct a fireworks display. Alderman Perkins inquired who would issue the permit. Administrator Nelson noted that the

ordinance states that the Mayor’s office would have sole authority to issue the permit as long as all of the parameters in the ordinance and corresponding state law is followed. Motion made by Alderman Gorman seconded by Alderwoman Haderlein to recommend to the City Council that the ordinance be adopted. Alderwoman Haderlein yes, Alderman Carncross yes, Alderman Gorman yes, Alderman Perkins No. 3 yes 1 no motion passed.

Administerial Approval of NFP Events/Licenses

Administrator Nelson presented an ordinance that the committee directed him to draft that would allow the Liquor Commissioner sole authority to issue permits for liquor sales to nonprofit organizations. Motion by Alderman Perkins seconded by Alderman Carncross to adopt the ordinance as presented. All ayes motion passed.

Draft Ordinance Amending Section 2.05, Meetings, to Provide Call-In Procedures for Public Meetings

Pursuant to Committee direction Administrator Nelson added a section to the ordinance that would allow a meeting without a physical quorum present. The language met the requirement of state law and the committee had no further comments. Motion by Alderman Gorman Seconded by Alderman Perkins to adopt the ordinance as presented. All ayes motion passed.

Draft Ordinance Park Board Recommendation for Dog Park/Off Leash Locations Alderman Schulz presented to the committee why these changes in the dog ordinance are needed, and Supt. Knop added input into the concept of amending chapter 6.13 Parks. The committee discussed the merits of having 2 separate sections in the code with identical language. After discussion it was decided not to have 2 sections in the code that mirror themselves.

Motion made by Alderman Gorman seconded by Alderman Perkins to amend Chapter 6.13 G to allow an exception for dogs off leash in a designated off leash area, and to add a section that references Dog Parks and to see Chapter 12 for further edification. All ayes motion passed.

New Business

None

Motion made by Alderman Perkins Seconded by Alderman Gorman to adjourn the meeting. All ayes motion passed.

Meeting adjourned at 7:04 pm.
