City of Woodstock Board of Police Commissioners met Dec. 5.

Here are the minutes provided by the board:

A Regular Meeting of the Board of Police Commissioners of the City of Woodstock was called to order at 5:10 p.m. by Chairman Giordano on Monday, December 5, 2022 in the Woodstock Police Department Community Room. A roll call was taken by Rebecca Cox. Minutes were taken by Rebecca Cox.

Others Present: None

Chairman Giordano made a Motion to approve the minutes of the September 12, 2022 Regular Meeting; second by Commissioner Howell. Motion approved.

Department Update 

A. BOPC Police Recruit Testing/Hiring

Testing process for 2022 yielded two potential officers. Chief Lieb received an email that Fred Eiselstein intends to retire in 2023. No official retirement date given, but expected between January and May 2023. Department has received approval from the City Manager, for pre-hire process to begin on department’s number one candidate. Candidate is a current officer, but not eligible for the lateral list. If hired, candidate will head straight into field training. Candidate to complete field training to coincide with Officer Eiselstein’s retirement.

Since there is only one name remaining on the new hire list, BOPC would like to run new hire testing again in 2023, instead of waiting until 2024. Advertising for testing should begin in April or May 2023.

B. Pre-Certified Officer Hiring Program

The Department continues to receive new applications. Chief Lieb worked with Jill in HR to clean up the current list of applicants. By reviewing the paperwork submitted, they cut down the lateral wait to 22 applicants.

C. Field Training Status Update on Probationary Officers

No one is currently in field training. 3 Officers currently in Probational status. Marino: As of 11/3/22 off of probation.

Laterals

Levy: As of 4/2023 off of probation. Staying on days for 2023. Frederick: As of 6/2023 off of probation. Moving to afternoon for 2023. Zero: As of 9/2023 off of probation. Moving to Midnights for 2023.

D. Update on Organizational/Personnel Issues and Change(s)

No positional moves or discipline since last meeting. Officer Abrahamsen will be returning from maternity leave December 15, 2022.

Old Business 

A. Status Update Briefing on Establishing Sergeant Promotion List

Chief Lieb received six Sergeant candidate resumes from current WPD Officers. After their submission of a resume, each candidate was asked to write a 5-page paper on a topic given to them by Chief. Chief went over each resume and paper, then met individually with each candidate for an open discussion on their paper and what it means to be a First Line Supervisor. Sgts. Testing was conducted by COPS on 12/3/2022 at the WPD. Sgts. Interviews will be 12/10/22 at the WPD conducted by Chief Lieb and the Board of Police Commissioners. Each candidate is allotted a 30-minute interview.

Eligibility list is expected to be posted by 1/15/2023 and is good for 3 years.

Motion by Chairman Giordano, second by Chairman Howell to adjourn the meeting of the Board of Police Commissioners. Motion approved. Meeting adjourned at 5:38 p.m. on December 5, 2022 in the Police Department Training Room.
