Here is the agenda provided by the board:

Public Comment

The Board will accept public comment on items included on the meeting agenda or of a general nature.

Public comment is limited to three (3) minutes per speaker.

Appointment: Devin Hester, Village Trustee

Given the vacancy on the Village Board left after the 2023 Spring Election, Village President McLaughlin is recommending the appointment of Devin Hester. The appointment would be effective immediately.

Swearing in: Trustee Devin Hester

Village President and Trustee Reports (Parks; Planning & Zoning; Special Events)

Board members have the opportunity to report on any topic during the public meeting.

Staff Monthly Reports

The Board has the opportunity to ask staff questions regarding the monthly staff reports.

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.

A. Village Board Meeting Minutes – May 2, 2023

The Board will consider the approval of previous meeting minutes.

B. Accounts Payable – May 16, 2023

The Board will consider the payment of bills.

C. Treasurer’s Report – March 2023

The Board will consider the approval of the monthly treasurer’s report.

2. Public Hearing: Stormwater Ordinance Variance Request, 1050 Northwest Highway Per the Village Code, a public hearing for any stormwater ordinance variance petition which has the potential to affect adjoining properties. The McHenry County Stormwater Management Ordinance (SMO) requires stormwater detention for projects that result in 20,000 square feet or more of impervious area. While Avante Banquets was permitted to construct 19,600 square feet of new impervious area during construction, the constructed project resulted in an increase of 31,093 square feet of impervious area. Avante is seeking a variance to allow this new area to remain in place.

3. Approval: Picnic Grove Park & Lions Park Master Plans

The Board will consider the adoption of master plans for Picnic Grove Park and Lions Park developed by Gary R. Weber Associates. The plans have been updated based on feedback from staff, the Parks Commission meetings in January and April, the public input open house in January, and the Village Board discussion in February.
