Illinois State Representative Martin McLaughlin (R) published a statement regarding the potential construction of a new Chicago Bears stadium on his website on Tuesday.

“Over the last three years, General Assembly Democrats never missed an opportunity to inject – equity, equity, equity – into every resolution and proposal," McLaughlin wrote. "As an investor and pension manager, the word “equity” means something very different to me and my clients – it means ownership. I am all for building a new Bears stadium outside of Chicago, in Arlington Heights, Naperville, or wherever… but to do so without using taxpayers’ money. In Illinois, the state flag should include the motto 'Quid Pro Quo'."

"Let us say the Bears franchise ends up being worth four to five billion dollars after the stadium is constructed," McLaughlin continued. "Well, whatever the total percentage politicians hit up the taxpayers, the taxpayers should receive an equity ownership equivalent to their investment. If it is $500 million or 10% of the total franchise value, the taxpayers deserve 10% equity in the entire operation – everything from personal seat licenses to television commercial revenue to hot dogs and beer. How about the taxpayers and citizens actually get something from their investment for once? I know it’s a novel concept to some."

Initial talks between the Bears and the Arlington Heights city government advanced to the point that the team purchased local properties and sought a permit to demolish Arlington International Racecourse. However, discussions have recently stalled due to disagreements between the team and surrounding suburbs regarding taxing and school districts. The team has started to hold talks with the Naperville city government after team officials stated that Arlington Heights was no longer a "singular focus". On May 24, Naperville Mayor Scott Wehrli sent the Bears a letter asking them to meet and discuss available properties in the west suburb.

“We have several available or to-be-available sites that may fit the characteristics you are looking for in your future home,” Wehrli wrote.
