The Board will accept public comment on items included on the meeting agenda or of a general nature.

Public comment is limited to three (3) minutes per speaker.

Village President and Trustee Reports (Parks; Planning & Zoning; Special Events)

Board members have the opportunity to report on any topic during the public meeting.

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.

A. Village Board and Executive Session Meeting Minutes – May 16, 2023

The Board will consider the approval of previous meeting minutes.

B. Accounts Payable – June 6, 2023

The Board will consider the payment of bills.

C. Ordinance 2023-09, Approving Variance to Allow 11,100 Square Feet of Excess Impervious Area to Remain in Place at 1050 Northwest Highway

The Board will consider the approval of an ordinance that would grant a variance to Avante Banquets allowing 11,100 square feet of additional impervious area (asphalt parking lot) beyond what is allowed under the McHenry County Stormwater Management Ordinance to remain in place with the condition that the gravel parking areas are removed and bioswales are added.

D. Intergovernmental Agreement, McHenry County American Rescue Plan of 2021 (ARPA) Funded Projects

The Board will consider authorizing the Village Administrator to enter into an agreement under which McHenry County will award the Village $500,000 toward the replacement of the Village’s rotating biological contactor (RBC) system that removes ammonia nitrogen from wastewater.

E. Grant Agreement, Funding the Completion of the Picnic Grove Park Bike Path

The Board will consider the approval of an agreement under which the State of Illinois will award the Village $140,000 toward the Picnic Grove Park bike path.

2. Approval: Ordinance 2023-10, Variances at 1001 Route 22

The Board will consider the approval of an ordinance that would grant variances at 1001 Route 22 to allow the storage of vehicles and equipment in the open between the hours of 6:00 p.m. and 8:00 a.m., and to allow business to be conducted outside of a completely enclosed building on the property.

3. Approval: Denying Zoning Case 2023-02 - Variance at 1005 Route 22

The Board will consider the denial of a zoning variation request to allow temporary parking of trucks and trailers in front of the fence at 1005 Route 22 during daylight hours.

4. Discussion: Coffee Shop Business Inquiry

The Board will consider a proposal from resident David Joseph to operate the coffeeshop space at the Village’s Metra station.

5. Discussion: Façade Grant Request – From Spore to More

The Board will consider a request for a façade grant at 406 Northwest Highway to fund a sign for From Spore to More.

6. Discussion: Business Capital Assistance Program Request – Lincoln Avenue Market

The Board will consider a request for a Business Capital Assistance Program grant for Lincoln Avenue Market to assist with expanding the business from a resale only store to resale store with food.

7. Discussion: Picnic Grove Park

The Board will have a discussion about concerns related to the popularity of the park during warmer weather months.
