City of Woodstock City Council met May 16.

Here are the minutes provided by the council:

A regular meeting of the Woodstock City Council was called to order by Mayor Michael Turner at 7:00 PM on Tuesday, May 16, 2023, in the Council Chambers at Woodstock City Hall. He explained the Consent Calendar process, invited public participation, and noted, as is the City's policy, this meeting is being livestreamed with a recording archived should members of the public wish to view it in the future. 

A roll call was taken. 

COUNCIL MEMBERS PRESENT: Darrin Flynn, Melissa McMahon, Tom Nierman, Bob Seegers Jr., Gordon Tebo, Natalie Ziemba, and Mayor Michael Turner. 

COUNCIL MEMBERS ABSENT: None. 

STAFF PRESENT: City Manager Roscoe Stelford, City Attorney Ruth Schlossberg, Deputy City Manager/Executive Director of Strategy & Planning Paul Christensen, Executive Director of Business Development Danielle Gulli, Executive Director of Operations Christina Betz, Public Works Director Brent Aymond, Building and Zoning Director Joe Napolitano, IT Director Dan McElmeel, City Engineer Chris Tiedt, Department of Public Works Staff, and City Clerk Cindy Smiley. 

OTHERS PRESENT: None. 

City Clerk Smiley confirmed the agenda is a true and correct copy of the published agenda. 

III. FLOOR DISCUSSION 

A. Proclamations

1. Public Works Week (5/21-5/27) 

Mayor Turner noted this proclamation is in recognition of Public Works Week and was joined at the podium by Public Works Director Brent Aymond. 

Without objection, the City Council approved and adopted a Proclamation Honoring Public Works Week 2023 and the Woodstock Department of Public Works. 

Mayor Turner stated on behalf of the City Council and the citizens of Woodstock it is his pleasure to proclaim Public Works Week - May 21st through 27th. He stated the Public Works Department always does a great job, expressing the community's appreciation for their efforts. 

Mr. Aymond thanked the Mayor, City Council, Mr. Stelford and the Executive Team for their support. He noted Public Works has 45 full-time employees who have provided a combined 550 years of dedication and service to support the city. This was met with hearty applause. 

B. Public Comment 

Gail Brooks commended the work done on the landscaping in the Park in the Square, opining the tulips are incredible and thanking everyone who had a part in this, stating the community is very appreciative of their efforts. 

C. Council Comment 

There were no comments forthcoming from the City Council. 

IV. CONSENT AGENDA 

Motion by D. Flynn, second by G. Tebo, to approve the Consent Agenda. 

In response to a question from Mayor Turner, there were no items from the Consent Agenda at the request of Council or the Public. 

In response to a question from Mayor Turner, there were no questions or comments forthcoming from the Council or the Public regarding items remaining on the Consent Agenda. 

Mayor Turner affirmed the Consent Agenda to include items A through D-8 as follows:

D. MANAGER'S REPORT NO. 226: 

1. Appointments/Reappointments of Board/Commission Members - Acceptance of the Mayor's Appointments and Reappointments of Members to the City's Boards and Commissions as identified in the Staff Report. 

2. Ordinance - Special Use Permit - 1411 S. Eastwood Drive – Approval of Ordinance 23-0-29, identified as Document 1, An Ordinance Issuing a Special Use Permit to Allow a Cannabis Dispensing Organization at 1411 S. Eastwood Drive, Woodstock, Illinois. 

3. Ordinance - Water & Sewer - CIP Budget Amendment for FY23/24 - Approval of Ordinance 23-0-30, identified as Document 2, An Ordinance Amending the Fiscal Year 2023-2024 Budget of the Water & Sewer - CIP Fund. 

4. Contract Award – Park in the Square Statue Fence Repairs - Approval to award a contract, utilizing Home Rule Authority and waiving of bids, for removal and replacement of the concrete curb with decorative fencing surrounding the statue in the Park in the Square to G. Fisher Commercial Construction, Inc., Aurora, IL in the amount of $41,136. 

5. Contract Award - Sunnyside Playground Improvements Approval to award contract/purchase agreement, utilizing Home Rule Authority and waiving of bids, for the following: 

a) A contract for installation of playground equipment to Hacienda Landscaping of Minooka, IL at a total cost of $38,300; and 

b) A purchase agreement for the procurement of playground features from Parkreation of Prospect Heights IL at a total cost of $61,676.35. 

6. Professional Services - Design Engineering – 2024 Enhanced Streets Program - Approval to award a contract, utilizing Home Rule Authority and waiving of the RFP process, to authorize the City Manager to accept the proposal submitted by Trotter and Associates, Inc. to provide design engineering services for the 2024 Enhanced Streets Improvement Program, subject to final attorney review and approval, at a total cost not to exceed $700,000. 

7. Contract Award - Interior Video Surveillance - Approval to award a contract to Vack Inc. to provide and install new video surveillance cameras in the Old Courthouse Center, utilizing a new server with the Hanwa Video Management System, as well as provide and install new video surveillance at the Woodstock Opera House and authorize the City Manager to execute said contract for a total cost of $43,414. 

8. Approval of Purchase - New Firewalls - Approval to purchase eight Fortinet 

Firewalls with five years of support and maintenance from CDW-G for $63,446.94. 

There were no questions or comments forthcoming from the Council or the Public on the motion. 

A roll call vote was taken. Ayes: Flynn, McMahon, Nierman, Seegers, Tebo, Ziemba, and Mayor Turner. Nays: none. Abstentions: none. Absentees: none. Motion carried. 

V. FUTURE AGENDA ITEMS 

There were no additions, deletions, or corrections to the tentative future Council agendas.

Motion by D. Flynn, second by T. Nierman, to adjourn this regular meeting of the Woodstock City Council to the next regular meeting on Tuesday, June 6, 2023 at 7:00 PM in the Council Chambers at Woodstock City Hall. Ayes: Flynn, McMahon, Nierman, Seegers, Tebo, Ziemba, and Mayor Turner. Nays: none. Abstentions: none. Absentees: none. Motion carried. 

The meeting was adjourned at 7:16 PM.
