ATTENDANCE 

Village Board of Trustees 

Mayor Mark Kownick, Trustee Dale Collier, Trustee Rick Dudek, Trustee Ellen McAlpine, Trustee Anthony Stefani, Trustee Rick Walrath, Trustee Jennifer Weinhammer 

Others Present 

Village Administrator Morimoto, Assistant Village Administrator Sage, Community Development Director Simmons, Deputy Public Works Director Stein, Police Chief Finlon, Superintendent Kopacz, Assistant to the Public Works Director Bassuener, Village Attorney Uhler 

I. Call to Order 

The meeting was called to order at 6:00 p.m. by Mayor Kownick. 

II. Roll Call 

The roll was called and all were present. 

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance. 

IV. Open Forum 

Mike Schaff, 242 Perth Road, stated he feels the pedestrian crossing near the fire station is dangerous because vehicles are not yielding when the yellow lights are flashing. 

There being no other comments, Mayor Kownick closed Open Forum at 6:03 p.m. 

V. Mayor's Report 

A. Proclamation - National Public Works Week, May 21-27, 2023 

Mayor Kownick proclaimed May 21-27 as National Public Works Week. 

VI. Trustee Reports 

Trustee McAlpine stated the Miss Cary-Grove Business Scholarship Pageant will take place on Wednesday, May 17th from 7:00-10:00 p.m. at Cary-Grove High School. 

VII. Consent Agenda 

Motion: 

I will entertain a motion to approve Consent Agenda Items A-H as shown on the Village website and as displayed on the video monitor during the Village Board meeting. 

Motion moved by Trustee McAlpine and motion seconded by Trustee Weinhammer. 

Motion Passed. 

AYES: Collier, Dudek, McAlpine, Walrath, Weinhammer, Stefani 

NAYS: None.

A. Consider for Approval the Warrant Dated May 16, 2023 

B. Consideration of the May 2, 2023, Village Board Meeting Minutes 

C. Consider for Approval a Resolution Authorizing Participation in the Northern Illinois Municipal Electric Collaborative (NIMEC) Bid Process for Street Lights and Authorizing the Village Administrator to Approve a Contract with the Lowest Cost Electricity Provider for a Period up to 36 Months 

D. Consider for Approval an Ordinance Calling for a Public Hearing and a Joint Review Board Meeting to Consider the Designation of a Redevelopment Project Area and the Approval of a Redevelopment Plan and Project for the Village of Cary Central Cary Tax Increment Financing District (TIF District #3) 

E. Consider for Approval an Ordinance Declaring Certain Equipment and Vehicles as Surplus Property 

F. Consider for Approval an Ordinance Authorizing an Amendment to the Agreement with Ryan, LLC, formerly Kane, McKenna & Associates, Inc., to Complete a Tax Increment Financing (TIF) Redevelopment Plan and Preparation of a Housing Impact Study, Increasing the Not to Exceed Project Amount by $10,000, Resulting in a $50,000 Total Project Budget 

G. Consider for Approval a Resolution Executing a Long-Term Land Lease Between the County of McHenry and the Village of Cary for the Purpose of Constructing a Regional Law Enforcement Firearms Training Range 

H. Consider for Approval a Resolution Authorizing the Village Administrator to Sign an Agreement with Midwest Kayak Rentals for an One-Year Kayak Rental Program with Up to Two Optional One-Season Extensions 

VIII. Executive Session: Litigation: Pending or Imminent 5 ILCS 120/2(c)(11) 

Mayor Kownick and Trustees Collier, Dudek, McAlpine, Stefani, Walrath and Weinhammer entered into Executive Session at 6:03 p.m. Others present included Village Administrator Morimoto, Assistant Village Administrator Sage, Community Development Director Simmons and Village Attorney Uhler. 

Motion: 

Mayor Kownick entertained a motion to adjourn into Executive Session for the purpose of discussing Litigation: Pending or Imminent, 5 ILCS 120/2(c) (11). 

Motion moved by Trustee Collier and motion seconded by Trustee McAlpine. Motion Passed. 

AYES: Collier, Dudek, McAlpine, Walrath, Weinhammer, Stefani 

NAYS: None. 

ABSTAIN: None. 

Motion: 

Mayor Kownick entertained a motion to exit Executive Session at 6:56 p.m. 

Motion moved by Trustee Stefani and motion seconded by Trustee McAlpine. Motion Passed. 

AYES: Collier, Dudek, McAlpine, Walrath, Weinhammer, Stefani 

NAYS: None. 

ABSTAIN: None. 

IX. Administrator's Report 

None. 

X. Department Head Reports 

Chief Finlon stated the annual Cop on a Rooftop fundraiser benefitting Special Olympics of Illinois will take place on Friday, May 19th at Dunkin' from 5:00 a.m. - 12:00 p.m. 

XI. Future Agenda Items and Discussion by Village Board 

None. 

XII. Adjourn 

Motion: 

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:57 p.m. 

Motion moved by Trustee Weinhammer and motion seconded by Trustee McAlpine. 

Motion Passed.

NAYS: None. 

ABSTAIN: None
