• Action requested is to approve payment of the bills in the amount of $1,057,343.27

8. Planning & Zoning Commission Recommendation/Finding of Facts – July 11, 2023

• The Community & Economic Development Committee reviewed and recommends approval of the Planning and Zoning Commission's recommendation to approve the petition submitted by Chancelight, Inc. & Trinity Evangelical Lutheran Church. The petitioners are seeking a conditional use pursuant to Table 8-1 of the Unified Development Ordinance to utilize the second story classrooms of the subject property for an alternative education program for students with emotional and behavior disabilities and challenges. Subject property is located in Chemung Township and commonly known as 505 E. Blackman St., Harvard, IL 60033. Will require City Council action to approve or reject the Commission's recommendation.

9. Planning & Zoning Commission Recommendation/Finding of Facts – July 11, 2023

• The Community & Economic Development Committee reviewed and recommends approval of Planning and Zoning Commission's recommendation to approve the petition submitted by Richard Karolczak. The petitioner is seeking a zoning map amendment to rezone property located on Airport Road between Division St. and Marengo Rd. from R-1, Large Lot Residential District to B-2 General Business District. Subject property is a vacant lot located in Dunham Township. Will require City Council action to approve or reject the Commission's recommendation.

10. Planning & Zoning Commission Recommendation/Finding of Facts – July 11, 2023

• The Community & Economic Development Committee reviewed and recommends approval of the Planning and Zoning Commission's recommendation to approve the petition submitted by City of Harvard. The petitioner is seeking various text amendments to the UDO:

o Section 12.9.D.i of the Unified Development Ordinance (UDO) relating to Homeowner Associations’ responsibilities and requirements for maintaining common areas;

o Sections 2.3, Definition of General Terms, and 8.2, Use Matrix, of the UDO to include cannabis related business;

o Sections 2.3, Definition of General Terms, and 8.2, Use Matrix, of the UDO to include firearms and ammunition sales, indoor and outdoor gun range and gunsmith. Will require City Council action to approve or reject the Commission's recommendation.

11. Variation to Allow Backyard Chickens

• The petitioners, Sarah and Robert Thompson, are seeking relief from Section 12.01.A, Animals at Large, Prohibited, to allow backyard chickens at their residence located at 319 Marengo Rd. Action requested is to approve or deny the petition.

12. Fee Waiver Request

• CUSD 50, Parent Community Liaison (PCL) is hosting a Meet & Greet picnic for parents and students on August 24, 2023, at Lion’s Park from 5-8:30 pm. PCL is requesting a waiver of the park shelter rental fees. Action requested is to approve or deny the request.

13. Memorandum of Understanding Between City of Harvard & CUSD50 for School Resource Officer

• The proposed Memorandum of Understanding provides for a School Resource Officer (SRO). Action requested is to authorize the Mayor’s execution of the MOU as presented.

14. 2023 MFT Road Program

• The bid opening for the 2023 MFT Road Program was held on July 21, 2023. Action requested is to approve a resolution to award the contract to the lowest responsible bidder and to authorize the Mayor’s execution of all contract documents.

15. Administration Committee Recommendation – No Parking Locations

• Action requested is to approve the Committee’s recommendation to adopt the proposed ordinance Amending Section 15.07-B, Regarding No Parking on Front St., as presented.
