6. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member requests that an item be removed from the consent agenda for separate action.

7. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda. 

8. Payment of Bills

• Action requested is to approve payment of the bills in the amount of $1,498,990.45 

9. Fee Waiver Request

• Harvard Jr. Tackle is a non-profit youth sports organization. They are requesting a waiver of park fees. Action requested is to approve or deny the request. 

10. Healing Hearts with Hooves & Hounds – Use of City Sidewalk

• Healing Hearts is hosting a fundraising event on Saturday, October 7th, 2023, at Bopp’s Bar & Grill, 103 E. Front St. They are requesting permission to use the sidewalk in front of Bopp’s for vendors. Action requested is approve or deny the request.

11. Administration Committee Recommendation – Reallocation of Funds

a) The City budgeted $150,000 for the replacement of a heavy duty plow truck. Due to supply chain issues, the Committee recommends that funds be reallocated for FY23/24 to purchase the chassis only for a medium duty plow truck in the amount of $110,000; an asphalt patch cart ($25,000), plate compactor ($4,000) and shoring upfit ($7,000). Staff is recommending flexibility to purchase additional essential equipment with the remaining balance. Action requested is to approve the recommendation.  

b) The City budgeted $32,000 for cleaning & televising of sanitary sewer mains. The Committee recommends that funds be reallocated to purchase a push camera, jetter camera and field tablet to conduct sewer inspections and facilitate data management in the field. Action requested is to approve the recommendation. 

12. Administration Committee Recommendation – Amend Section 15.07.B, No Parking Locations 

• Action requested is to approve the recommendation to adopt the proposed ordinance Amending Section 15.07.B, No Parking Locations, to include both sides of Dogs Way. 

13. Administration Committee Recommendation – Section 25.06.B.1, Beer Garden Certificate 

• Action requested is to approve the recommendation to adopt the proposed ordinance amending Section 25.06.B.1, Beer Garden Certificate, to allow for retail sales. 

14. Administration Committee Recommendation – Surplus Property Declaration 

• Action requested is to approve the recommendation to adopt the proposed ordinance Declaring Surplus Property. 

15. Administration Committee Recommendation – Amend FY2023/2024 Budget 

• Action requested is to approve the recommendation to adopt the proposed ordinance for a budget amendment and funds transfer for the Police Pension Fund. 

16. Community Development Committee Recommendation – Feasibility Agreement 

• Action requested is to approve the Committee’s recommendation that the City Council move forward with a feasibility study for the Harvard Municipal Internet Project. 

17. Community Development Committee Recommendation – Bulk Development Agreements 

a) Action requested is to approve an agreement with Foxtail Properties to reduce the building permit fee to $4,200 per home with 10 homes built next year. 

b) Action requested is to approve an agreement with Tomasz Zawierta, who is building 42 units (21 duplexes), for a reduction in the building permit fee to $12,000 per duplex. 

18. Community Development Committee Recommendation – Multi Family Homes in Enterprise Zone 

• The Committee recommended to advance the proposal to the City Council for consideration. Action requested is to approve or deny the proposal. 

19. Community Development Committee Recommendation – Naturally McHenry County Membership 

• Annual membership cost is $10,000 plus $5,000 for software access. Action requested is to approve the recommendation to allocate the funds as presented. 

20. Community Development Committee Recommendation – Inducement Resolution 

• Action requested is to approve the Committee’s recommendation to adopt the Resolution to Induce Redevelopment of Property at 2001 N. Division St.
