The Board will accept public comment on items included on the meeting agenda or of a general nature.

Public comment is limited to three (3) minutes per speaker.

Village President and Trustee Reports (Parks; Planning & Zoning; Special Events)

Board members have the opportunity to report on any topic during the public meeting.

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.

A. Village Board & Executive Session Meeting Minutes – August 15, 2023

The Board will consider the approval of previous meeting minutes.

B. Accounts Payable – September 5, 2023

The Board will consider the payment of bills.

C. Treasurer’s Report – July 2023

The Board will consider the approval of the monthly treasurer’s report.

D. Resolution 2023-04, Fund Transfer

The Board will consider the approval of a resolution to transfer funds from the General Fund to the General Capital Fund for use in future projects and major asset purchases. The transfer amount is $502,056.

E. Resolution 2023-05, Adopting McHenry County Natural Hazards Mitigation Plan

The Board will consider the approval of a resolution that would adopt the 2023 McHenry County Natural Hazards Mitigation Plan. The Village adopted the most recent plan in 2017.

2. Approval: Appointment, Parks Commission, Elizabeth Hanahan

The Board will consider the appointment of resident Elizabeth Hanahan to the Parks Commission.

3. Discussion: Liquor License Application, Joy Café

The Board will consider the creation of a Class “A” liquor license for a gaming café to be located at 414 Northwest Highway, Unit C.
