The Board will accept public comment on items included on the meeting agenda or of a general nature. Public comment is limited to three (3) minutes per speaker.
Village President and Trustee Reports (Parks; Planning & Zoning; Special Events)
Board members have the opportunity to report on any topic during the public meeting.
Staff Monthly Reports
The Board has the opportunity to ask staff questions regarding the monthly staff reports.
1. Approval: Consent Agenda – Approval via One Vote for All
All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.
A. Village Board Meeting Minutes – September 5, 2023
The Board will consider the approval of previous meeting minutes.
B. Accounts Payable – September 19, 2023
The Board will consider the payment of bills.
C. Ordinance 2023-15, Adopting Lake County Watershed Development Ordinance
The Board will consider the approval of a resolution that would adopt the 2023 McHenry County Natural Hazards Mitigation Plan. The Village adopted the most recent plan in 2017.
D. First Amendment to Tower Equipment Lease, T-Mobile
The Board will consider the approval of an amendment to the license agreement permitting TMobile to maintain equipment on the Village’s water tower.
2. Approval: Redevelopment Agreement (RDA), 401L LLC
The Board will consider the approval of an agreement with 401L LLC, the new owners of the redevelopment project at 401 Algonquin Road. Under the proposed RDA, the new ownership group will be provided an opportunity to obtain financing for construction for the 100-unit apartment complex. Once financing is obtained, the Village can issue building permits for the remainder of construction.
3. Approval: Intergovernmental Agreement, Fox River Grove Fire District
The Board will consider the approval of an agreement with the Fox River Grove Fire District that would provide financial assistance to the District during the downtown TIF extension period if certain actions are not taken by the Village.
4. Discussion: Golf Cart Ordinance Update
The Board will consider allowing golf carts to be driven on the portion of Algonquin Road between Old Hunt Road and South River Road.
