Village of Fox River Grove President and Board of Trustees met Sept. 5.

CALL TO ORDER AND ROLL CALL
Village President McLaughlin called the meeting to order at 6:30 p.m. in the Municipal Center. Present at roll call were Trustees Hester, Knar, Migdal, Schladt, and Wall. Trustees Curtiss was absent. Also, present were Administrator Soderholm, Assistant Administrator Bechler, Chief Waitrovich, and Village Clerk Caesar.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
PUBLIC COMMENT
Chip Cobler - 107 Grace Ln., Mr. Cobler stated he would like to formally request the Board consider changing the golf cart ordinance to allow golf carts on Algonquin Rd. Mr. Cobler stated his wife was recently pulled over when accessing Algonquin Rd. to drop their children off at Algonquin Rd. school in their golf cart. Mr. Cobler supports safety for all, but feels strongly with the school zone speed limit, stop signs and police officers present during drop-off and pick-up, there would be no issues allowing golf carts to access Algonquin Rd. near the elementary school.
President McLaughlin thanked Mr. Cobler for his input and said that there would be internal conversation on the request to see if they feel a change could be made without jeopardizing safety one of the main thorough fares.
VILLAGE PRESIDENT AND TRUSTEE REPORTS
Trustee Knar stated the Picnic Grove Park over Labor Day weekend was much better than past holiday weekends. The weather was ideal, yet there was always parking available and that it appears the word is getting out regarding the new park rules. Trustee Knar also requested Staff put Birch parking on an upcoming agenda for discussion.

Trustee Schladt made a motion to approve consent agenda items A - E. Trustee Hester seconded. Roll Call: Trustee Hester, Knar, Migdal, Schladt, and Wall -all "yes." MOTION PASSED.
2. APPROVAL: APPOINTMENT, PARKS COMMISSION, ELIZABETH HANAHAN
President McLaughlin stated that after the past Parks fundraiser, resident Elizabeth Hanahan approached him asking how she could get involved with the Village. President McLaughlin recommended Elizabeth Hanahan to be appointed to the Parks Commission.
Trustee Schladt made a motion to the appointment of Elizabeth Hanahan to the Parks Commission. Trustee Wall seconded. Roll Call: Trustee Hester, Knar, Migdal, Schladt, and Wall-all "yes." MOTION PASSED.
3. DISCUSSION: LIQUOR LICENSE APPLICATION, JOY CAFE
Administrator Soderholm stated that owner of Top Shelf Liquors, Mr. Arpan Patel submitted an application for a liquor license for Joy Café to be located in one of the two vacant units next to the liquor store. Mr. Patel and Mr. Jacob Wetterlind of Prairie State gaming were present to answer questions from the Board.
A discussion was held.
Trustee Schladt encouraged Mr. Patel to consider utilizing all the vacant areas available in the building by building a kitchen, adding more tables for dining, and present a more thorough menu.
The general consensus of the board was to provide Mr. Patel additional time to prepare a plan that reflects more restaurant and less gaming.
Trustee Knar made a motion to place the liquor license application for Joy Café on the next agenda for further discussion. Trustee Migdal seconded. Roll Call: Trustee Hester, Knar, Migdal, Schladt, and Wall- all "yes." MOTION PASSED.
4. OTHER BUSINESS
Trustee Knar inquired on the status update on the Village's efforts to extend the TIF district.
Administrator Soderholm provided a status update.
ADJOURNMENT
Trustee Schladt made a motion to adjourn the Village Board meeting at 7:08 p.m. Seconded by Trustee Knar. A voice vote was taken. Trustees Hester, Knar, Migdal, Schladt and Wall - all "yes". MOTION PASSED.
