Public comment is limited to three (3) minutes per speaker.

Village President and Trustee Reports (Parks; Planning & Zoning; Special Events)

Board members have the opportunity to report on any topic during the public meeting.

Staff Monthly Reports

The Board has the opportunity to ask staff questions regarding the monthly staff reports.

1. Approval: Consent Agenda – Approval via One Vote for All

All matters listed under Item 1, Consent Agenda, are considered to be routine by the Village Board and will be enacted by one motion in the form listed below. If a separate discussion is desired, that item should be removed from the Consent Agenda and considered separately.

A. Village Board Meeting Minutes – October 3, 2023

The Board will consider the approval of previous meeting minutes.

B. Accounts Payable – October 17, 2023

The Board will consider the payment of bills.

C. Raffle Fee & Fidelity Bond Requirement Waiver for Fox River Grove Firefighters Turkey Raffle

The Board will consider waiving the raffle fee and fidelity bond requirement for the Fox River Grove Firefighters annual turkey raffle.

2. Approval: Intergovernmental Agreement, Fox River Grove School District 3

The Board will consider the approval of an agreement with District 3 that would provide financial assistance to the District in exchange for the District’s support for an extension of the Downtown TIF District.

3. Approval: Intergovernmental Agreement, Community High School District 155

The Board will consider the approval of an agreement with District 155 that would provide financial assistance to the District in exchange for the District’s support for an extension of the Downtown TIF District.

4. Discussion: Zoning Case 2023-04, 1204 Hillcrest Avenue – Variance – Porch Elevation 

The Board will consider a request for a variance to allow the reconstruction of a deck (porch) 80 inches above the adjoining ground in a front yard. 48 inches or less are allowed by code. The Planning & Zoning Commission unanimously recommended approval of the requested variance at its meeting on October 11, 2023.

5. Discussion: Draft Ordinance – Right-of-Way Maintenance

Currently, it is policy and practice that property owners maintain the right-of-way area adjacent to their property. The Board will consider a draft ordinance that memorializes this practice. The ordinance under consideration relates to the maintenance of rights-of-way, including but not limited to: drainage facilities, grass or other ground cover, private driveway approaches, and mowing of any islands in a cul-de-sac, as well as maintenance of trees which obstruct right-of-way areas.

6. Discussion: Draft Ordinance – Commercial Vehicle, Equipment, and Trailer Overnight Parking

The Board will consider a draft ordinance that would restrict overnight (midnight – 6:00 a.m.) street parking of vehicles and equipment used primarily in the course of operation of a business, as well as trailers that are not attached to a vehicle.
