Village of Lake in the Hills Board of Trustees met Oct. 12.

Here are the minutes provided by the board:

Call to Order

The meeting was called to order at 7:30 pm.

Roll call was answered by Trustees Dustin, Harlfinger, Bojarski, Anderson, and President Bogdanowski.

Motion to allow Trustees Murphy and Huckins to attend telephonically was made by Trustee Harlfinger and seconded by Trustee Dustin. On roll call vote, Trustees Anderson, Bojarski, Dustin, and Harlfinger voted Aye. No Nays. Motion carried.

Also present were Village Administrator Shannon Andrews, Assistant Village Administrator Trevor Bosack, Chief of Police Mary Frake, Finance Director Pete Stefan, Public Works Director Ryan McDillon, Director of Community Development John Svalenka, Village Attorney Brad Stewart, and Village Clerk Shannon DuBeau.

The Pledge of Allegiance was led by President Bogdanowski.

Public Comment

None.

Consent Agenda

This portion of the agenda contains several items that will be acted upon in one Motion unless any Trustee wishes to remove an item. For members of the public, copies of the agenda are available at the entryway.

A. Motion to accept and place on file the minutes of the September 28, 2023, Committee of the Whole meeting. B. Motion to accept and place on file the minutes of the September 28, 2023, Village Board meeting.

C. Motion to pass Ordinance No. 2023- ____, An Ordinance Authorizing the Disposal of Surplus Property owned by the Village of Lake in the Hills

D. Motion to pass Ordinance No. 2023- _____, An Ordinance approving entry of Third Addendum to Tolling Agreement with Video Gaming Terminal Operators for the purpose of tolling the Video Gaming Push Tax.

E. Motion to waive competitive bidding and approve an additional purchase of water conditioning bulk softener salt from Compass Materials at an additional cost not to exceed $28,000.00.

Motion to approve the Consent Agenda items A-E was made by Trustee Harlfinger and seconded by Trustee Anderson. On roll call vote, Trustees Dustin, Bojarski, Huckins, Murphy, Harlfinger, and Anderson, voted Aye. No Nays. Motion carried.

Approval of the Schedule of Bills

Motion to approve the October 13, 2023, Schedule of Bills total of all funds $322,330.81 was made by Trustee Harlfinger and seconded by Trustee Dustin. On roll call vote, Trustees Bojarski, Murphy, Huckins, Harlfinger, Anderson, and Dustin voted Aye. No “ays. Motion carried.

Village Administrator and Department Head Reports None.

Board of Trustee Reports

None.

Village President Reports

President Bogdanowski proclaimed October 24, 2023, as World Polio Day and encouraged all citizens to join Rotary International in the fight for a polio-free world.

Trustee Dustin urged all to research the history of Polio, stating that at its height, about 500,000 people were affected each year. Because of scientific advancements, polio has been reduced to about 2 cases per year.

Closed Session

Motion to enter into Closed Session to discuss Approval/Semi-Annual Review of Closed Session Minutes (5 ILCS 120/2(c)(21)) and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees (5 ILCS 120/2(c)(1)) was made by Trustee Harlfinger and seconded by Trustee Anderson. On roll call vote, Trustees Anderson, Bojarski, Murphy, Huckins, Dustin, and Harlfinger voted Aye. No Nays. Motion Carried.

Return from Closed Session

Roll call was answered by Trustees Huckins, Harlfinger, Dustin, Bojarski, Murphy, Anderson, and President Bogdanowski.

Motion to approve the Closed Session minutes of April 27, 2023, May 9, 2023, and July 13, 2023, and to release the Closed Session minutes of July 12, 2022, September 8, 2022, April 27, 2023, May 9, 2023, and July 13, 2023, was made by Trustee Harlfinger and seconded by Trustee Bojarski. On roll call vote, Trustees Dustin, Murphy, Bojarski, Huckins, Anderson, and Harlfinger voted Aye. No Nays. Motion carried.

Adjournment

A motion to adjourn the meeting was made by Trustee Dustin and seconded by Trustee Bojarski. All in favor by voice vote.

There being no further business to discuss, the meeting of the Lake in the Hills Board of Trustees was adjourned at 8:34 pm.
