Village of Huntley Village Board met May 9

CALL TO ORDER:

A meeting of the Village Board of the Village of Huntley was called to order on Thursday, May 9, 2024 at 7:02 p.m. in the Municipal Complex, Village Board Room, 10987 Main St., Huntley, Illinois 60142.

ATTENDANCE:

PRESENT: Village President Timothy Hoeft; Trustees: Vito Benigno, Ronda Goldman, Mary Holzkopf, John Piwko, JR Westberg, and Ric Zydorowicz

ABSENT: None

IN ATTENDANCE:

Village Manager David Johnson, Deputy Village Manager Lisa Armour, Director of Human Resources and Organizational Compliance Chrissy Hoover, Human Resources Generalist Melissa Thompson, Deputy Chief of Police Linda Hooten, Assistant Director of Finance Kristy Ward-Nickels, Management Analyst Morgan Kaiser, and Communications and Compliance Manager Sarah Palaszewski.

PLEDGE OF ALLEGIANCE: Village President Hoeft led the Pledge of Allegiance.

PUBLIC COMMENTS: Jim Greve, 11403 Reed Road, shared his interest in an opportunity to bid hissnow removalservicesfor routes and cul-de-sacs in the Village of Huntley. Mr. Greve stated his snow removal business has operated in Huntley since 1978 and he is a resident. His business currently services Crystal Lake, Cary, and Elgin Community College; he is confident that his business could manage Huntley’s snow removal effectively.

SPECIAL PRESENTATION:

Village President Hoeft read aloud the following Proclamations:

5.1 National Public Works Week

WHEREAS, public works professionals focus on infrastructure, facilities, and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life and well-being of the people of the Village of Huntley; and,

WHEREAS, these infrastructure, facilities and services could not be provided without the dedicated efforts of public works professionals, who are engineers, managers and employees at all levels of government and the private sector, who are responsible for rebuilding, improving and protecting our nation’s transportation, water supply, water treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and,

WHEREAS, it is in the public interest for the citizens, civic leaders and children in the Village of Huntley to gain knowledge of and to maintain ongoing interest and understanding of the importance of public works and public works programs in their respective communities; and,

WHEREAS, the year 2024 marks the 64th annual National Public Works Week sponsored by the American Public Works Association be it now,

RESOLVED, I, Timothy J. Hoeft, urge all citizens to join with representatives of the American Public Works Association and government agencies in activities, events and ceremonies designed to pay tribute to our public works professionals, engineers, managers and employees and to recognize the substantial contributions they make to protecting our national health, safety, and quality of life.

THEREFORE, BE IT RESOLVED that I, Timothy J. Hoeft, Village President of the Village of Huntley declare May 19-25, 2024, as National Public Works Week in the Village of Huntley.

5.2 Public Service Recognition Week

WHEREAS, Americans are served every single day by public servants at the federal, state, county and municipal levels. These unsung heroes do the work that keeps our nation going.

Their tireless efforts are critical; and

WHEREAS, Many public servants, including military personnel, police officers, firefighters, and others, risk their lives each day in service to the people of the United States and around the world; and

WHEREAS, Public servants include safety inspectors, arborists, computer technicians, community service officers, accountants, management analysts, civil engineers, records personnel, community planners, mechanics, maintenance workers, and countless other occupations. Day in and day out they provide the diverse services demanded by the American people of their government with efficiency and integrity; and

WHEREAS, Without these public servants at every level, continuity would be impossible in a democracy that regularly changes its leaders and elected officials;

THEREFORE, BE IT RESOLVED that I, Timothy J. Hoeft, Village President of the Village of Huntley, announce and proclaim to all citizens and set seal hereto, that May 6 through May 10 is Public Service Recognition Week. All citizens are encouraged to recognize the accomplishments and contributions of government employees at all levels — federal, state, county and municipal.

5.3 National Police Week

WHEREAS, there are more than 800,000 law enforcement officers serving in communities across the United States, including the dedicated members of the Huntley Police Department;

WHEREAS, since the first recorded death in 1791, more than 23,700 law enforcement officers in the United States have made the ultimate sacrifice and been killed in the line of duty;

WHEREAS, the men and women of the Huntley Police Department have made the commitment to provide upstanding and unequaled dedication in serving and protecting Huntley residents, businesses and visitors;

WHEREAS, the Huntley Police Department sponsors community events and services such as Bike Huntley, National Night Out, Citizen Police Academy, Neighborhood Watch, and L.E.A.D. the Way just to name a few; and

WHEREAS, the mission statement of the Village of Huntley Police Department states “With crime prevention and law enforcement as our cornerstone, the Huntley Police Department is committed to providing professional service through a well-trained staff working with the community and other departments and agencies to maintain a safe, friendly village”.

NOW, BE IT PROCLAIMED that I Timothy J. Hoeft, Village President, and the Village Board of Trustees hereby request all residents to publicly salute the service of law enforcement officers in our great community and in all communities across the nation.

CONSENT AGENDA:

All items listed under Consent Agenda are considered to be routine by the Village Board and may be approved and/or accepted by one motion with a Roll Call Vote. If further discussion is needed, any member of the Board may request that an item be moved off of the Consent Agenda to Items for Discussion and Consideration.

Village President Hoeft read aloud the following Consent Agenda items:

6.1 Consideration – Approval of the April 25, 2024 Village Board Meeting Minutes

6.3 Consideration – Ordinance Establishing Special Service Area Number 19 (Fieldstone Subdivision) for Maintenance Services

6.4 Consideration – Ordinance Approving an Amendment to Ordinance (O) 2022-01.03 to allow a Revised Sign Plan, Including the Necessary Relief, for Kuriyama, 14200 Commerce Court

6.5 Consideration – Resolution Approving a Bid Award to Denler, Inc. through the DuPage Municipal Partnering Initiative (MPI) for the Municipal Complex Sealcoating Project

6.8 Consideration – Approval of Payout Request No. 1 (Final) to Global Water Services for the Water Treatment Plant #7 Brine Tank Rehabilitation Contract in the amount of $84,600

6.9 Consideration – Resolution Designating Christine Hoover, Director of Human Resources and Organizational Compliance, as the Authorized Agent of the Village of Huntley for the Illinois Municipal Retirement Fund

6.10 Transmittal of First Quarter for FY24 Financial Investment Properties

A MOTION was made to move Consent Agenda Item 6.10 from the Consent Agenda to Discussion and Consideration.

Village President Hoeft asked if the Village Board had any comments related to the consent agenda; there were none.

Assistant Director of Finance Kristi Ward-Nickels submitted for review and acceptance the Village’s First Quarter FY24 Financial and Investment Reports.

2022-2025 Strategic Plan Alignment

The Strategic Plan identifies “Organizational Excellence” as a strategic focus and the following goal: “Fiscal Responsibility.” The Budget Calendar will continue to ensure the Village will be a good steward of public dollars entrusted to it to ensure the resources needed to provide services are available today and in the future.

Assistant Director of Finance Kristi Ward-Nickels shared the highlights of the first quarter 2024 report. She shared the Village has not yet collected any property tax revenue; property tax revenue will be collected at the end of May for both Kane and McHenry Counties. Sales tax revenue has been collected at $460,000, which is an 11% increase from January 2023 collection; February 2024 was 23% higher at $471,000 than the February 2023 collection. Income taxes are in line with collections at 25% of the budgeted amount, trending at 6.6% higher than first quarter 2023. Building permit revenue was budgeted at $500,000; as of quarter one, the Village has received 97% of that figure. As of April 30th, the Village received 132% of this amount which is $160,000 over the budgeted revenue. One month of home rule sales tax revenue has been collected at $232,000, a 16.9% increase from the January 2023 collection. Water and wasterwater revenues were noted to be slightly behind budgeted revenues due to the time of year. Cash and investments were highlighted. The Cemetery Fund was noted at 80% of budgeted revenue due to increased plot sales. Assistant Director of Finance Kristi Ward-Nickels concluded by sharing that the majority categories and departments are at the expected 25%, with funds that are more than 25% predominantly due to purchases or annual payments being made in the first quarter of the year.

VILLAGE PRESIDENT’S REPORT: Village President Hoeft shared the last indoor farmers market is on Saturday, May 11 at First Congregational Church located at 11628 E Main St. from 9 am-1 pm. He shared Cop on a Rooftop will take place at the two Huntley Dunkin locations, 12090 Princeton Drive and 9800 Route 47 from 5 a.m. to noon on Friday, May 17. He concluded by sharing MCCG Annual Membership Meeting will be on Wednesday, May 22.
