City of Woodstock City Council met May 20

Here are the minutes provided by the council:

The Executive Session of the Woodstock City Council was called to order by Mayor Michael Turner at 2:00 PM on Monday, May 20, 2024 in the Council Chambers at Woodstock City Hall. Mayor Turner stated the purpose of this Executive Session concerns the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body as allowed by the Open Meetings Act - Personnel (5ILCS 120/2(c)(1)). 

A roll call was taken. 

COUNCIL MEMBERS PRESENT: Darrin Flynn, Melissa McMahon, Tom Nierman, Bob Seegers, Jr., Gordon Tebo, Natalie Ziemba and Mayor Michael Turner. 

COUNCIL MEMBERS ABSENT: None. 

STAFF PRESENT: City Manager Roscoe Stelford, City Attorney Ruth Schlossberg and City Clerk Jane Howie. 

Public Comments: None. 

Council Comments: Councilman Tebo shared that he received a text from a resident pertaining to the noise coming from Niko's Red Mill. Several Council members received similar messages. Mayor Turner said the City passed a Noise Ordinance several years ago which put some objectivity on the topic of noise, it includes hours in which specific decibels are required. He added that residents are welcome to contact the Woodstock Police Department at any time to have the decibels measured. Between the hours of 11:00 p.m. 7:00 a.m. a lower noise level is allowed. Further discussion ensued. There were suggestions to add the Noise Ordinance information to the City's website as well as to have it published in The Woodstock Independent. 

Mayor Turner said as Liquor Commissioner he will mention this issue to establishment owner, 

EXECUTIVE SESSION: 

Personnel (Open Meetings Act: 5ILCS 120/2(c)(1)) 

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity. 

A. City Manager's Performance Evaluation 

Motion by Flynn, second by Tebo to move into executive session at 2:10 PM. 

A roll call vote was taken. Ayes: D. Flynn, M. McMahon, T. Nierman, B. Seegers, Jr., G. Tebo, N. Ziemba and Mayor M. Turner. Nays: none. Abstentions: none. Absentees: none. Motion carried. 

R. Stelford left Council Chambers at 2:25 PM. 

Executive Director Christina Betz joined Council at 2:25 PM; she left the Council Chambers at 2:55 PM. 

Council discussion ensued. 

Executive Director Paul Christensen joined Council at 3:10 PM; he left the Council Chambers at 3:35 PM. 

Council discussion ensued. 

Council took a brief recess from 3:36 PM to 3:45 PM; the Executive Session resumed. 

Executive Director Danielle Gulli joined Council at 3:45 PM; she left the Council Chambers at 4:18 PM. 

Council discussed ensued. 

Chief John Lieb joined Council at 4:19 PM; he left the Council Chambers at 4:39 PM. 

Council took a brief recess from 4:40 PM to 4:45 PM; the Executive Session resumed. 

Human Resources Director Deb Schober joined Council at 4:45 PM; she left Council Chambers at 5:20 PM. 

Council discussion ensued. 

Executive Assistant/City Clerk Jane Howie spoke with Council at 5:20 PM until 5:50 PM. 

Council discussion ensued. 

ADJOURN EXECUTIVE SESSION AND RETURN TO OPEN SESSION: 

Motion by Flynn, second by Nierman to adjourn from Executive Session at 5:59 PM and return to Open Session. 

A roll call vote was taken. Ayes: D. Flynn, M. McMahon, T. Nierman, B. Seegers, Jr., G. Tebo, N. Ziemba and Mayor M. Turner. Nays: none. Abstentions: none. Absentees: none. Motion carried. 

Motion by Tebo, second by Flynn to adjourn from the Regular Meeting at 6:00 PM. There was a consensus by all Council members to adjourn.
