City of Harvard City Council met Jan. 28

Here is the agenda provided by the council:

The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

• Action requested is to approve the Mayor’s recommendation to appoint Hector Sandoval to the Planning & Zoning Commission to fill Jim Carbonetti’s unexpired term.

8. Planning & Zoning Commission Removal of Commissioner and Appointment/Oath of Office to fill vacancy.

• Action requested is to approve the Mayor’s recommendation to remove Ian McCafferty from the Planning & Zoning Commission and to appoint Joshua Licht to fill the unexpired term.

9. Illinois Trust Act Resolution

• Recommendation: “Motion to approve a resolution regarding compliance with the Illinois TRUST Act.

10. Planning & Zoning Commission’s recommendation to approve a Conditional Use Permit per Section 14.3 of the UDO Development Ordinance

• Recommendation: “Motion to approve an ordinance granting a Conditional Use Permit to David Drehobl, Drecisco Farms, LLC, to operate a Cannabis Dispensary and Cannabis Consumption Lounge at property located at 1500 S. Division St., Harvard, IL 60033.”

11. Planning & Zoning Commission’s recommendation to approve a Conditional Use Permit per Section 14.3 of the UDO Development Ordinance (UDO)

• Recommendation: “Motion to approve an ordinance granting a conditional use permit to Adrian Arismendi, HPS, to permit powder coating and other automobile related services at property located at 10 S. Jefferson St., Harvard, IL 60033.”

12. Planning & Zoning Commission’s recommendation to approve the UDO Text Amendment to Section 2.3 to include definitions of cannabis related uses.

• Recommendation: “Motion to approve the UDO Text Amendment to Section 2.3 to include definitions of Cannabis Related Uses.”

13. Planning & Zoning Commission’s recommendation to approve the UDO Text Amendment to include Anti-Monotony Standards

• Recommendation: “ Motion to approve an ordinance amending Section 8.3H of the Unified Development Ordinance (UDO) to include anti-monotony standards.”

14. Infrastructure Committee Recommendation - IDOT Roadway resurfacing, installation of wider 5' sidewalk, landscaped island bump outs.
