C. Consider for Approval the January 21, 2025, Committee of the Whole Meeting Minutes

D. Consider for Approval a Resolution Authorizing the Village Administrator to Execute an Engineering Services Agreement with HR Green, McHenry, IL, for Services Associated with the Design of the 2025 Annual Roadway Resurfacing Program in the Amount of $21,000.00 and Authorizing the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Total Amount not to Exceed $23,100.00

E. Consider for Approval a Resolution Authorizing the Village Administrator to Award a Contract for the Depot Plaza Improvements Project to Sjostrom & Sons, Inc., Rockford, IL, in an Amount not to Exceed $1,190,660.71 and Authorizing the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Total Project Budget of $1,309,726.78

F. Consider for Approval a Resolution Authorizing the Village Administrator to Award a Contract for the First Street Improvements Project to Builders Paving, LLC., Hillside, IL, in an Amount not to Exceed $1,219,998.88 and Authorizing the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Total Project Budget of $1,341,998.76

G. Consider for Approval a Resolution Authorizing the Village Administrator to Waive the Competitive Bidding Requirements and Execute a Contract with Midwest Chlorinating, Inc. for the Emergency Purchase and Installation of Three New Water Valves Along First Street in an Amount Not To Exceed $33,000
