Village of Fox River Grove President and Board of Trustees met May 6

CALL TO ORDER AND ROLL CALL
Village President McLaughlin called the meeting to order at 6:30 p.m. in the Municipal Center. Present at roll call were Trustees Hester, Joseph, Knar, Migdal, and Wall. Trustee Curtiss was absent. Also, present were Administrator Soderholm, Assistant Administrator Bechler, Chief Waitrovich, and Clerk Caesar.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
PUBLIC COMMENT
None.
VILLAGE PRESIDENT AND TRUSTEE REPORTS
Trustee Knar asked if there was any information on the new Picnic Grove Park sign. He stated he noticed the backing for the logo on the new sign being installed, but later noticed the old sign was back up.
Administrator Soderholm provided an update on the Special Events Commission Liaison position. Four strong companies / candidates were interviewed, and staff is currently waiting for formal proposals from each.
SWEARING IN: TRUSTEE DAVID JOSEPH
Village President McLaughlin administered the swearing in of newly elected Village Trustee David Joseph.

Trustee Hester made a motion to approve consent agenda items A - F. Trustee Migdal seconded.
Trustee Hester asked for clarification regarding the Accounts Payable passthrough payment to Barrington School District 220 and the Barrington Area Library. Administrator Soderholm explained that the Redwood development impact fees are being paid in full now, since Redwood now has occupancy. Roll Call: Trustee Hester, Joseph, Knar, Migdal, and Wall -all "yes." MOTION PASSED.
2. DISCUSSION: LOW-SPEED ELECTRIC SCOOTERS
Administrator Soderholm stated the State of Illinois enacted a law on August 9, 2024 that amended the Illinois vehicle code regarding the regulation of low-speed scooters. Current Village Code does not allow electric scooters; therefore, Staff is looking for Village Boards direction on amending the Village code to allow low-speed electric scooters in accordance with the new regulations implemented by the State Illinois and if allowed what local fines for violations would look like. The State legislation granted municipalities the authorization to grant or deny the use of low-speed electric scooters on their local streets and to determine the fines to be imposed.
A discussion was held.
The Board directed Staff to draft an ordinance to be discussed at a future meeting, amending the restriction of low-speed electric scooters in the Village, to allowing them, by adopting the State regulation (Public Act 103-0899) without any additional conditions at this time.

4. ADJOURNMENT
Trustee Knar made a motion to adjourn the Village Board meeting at 7:20 p.m. to go into Executive Session to discuss Property Purchase and Sale, Pending & Imminent Litigation, Personnel. Seconded by Trustee Hester. A voice vote was taken. Trustees Hester, Joseph, Knar, Migdal, and Wall - all "yes".
MOTION PASSED.

Trustee Hester made a motion to adjourn the Village Board meeting at 8:04 p.m. Seconded by Trustee Migdal. A voice vote was taken. Trustees Hester, Joseph, Knar, Migdal, and Wall – all "yes". MOTION PASSED.
