City of Harvard City Council met July 22

Here is the agenda provided by the council:

1. Call meeting to order

2. Roll Call

Verify Quorum is present. Five (5) members must be physically present to achieve quorum.

3. Authorization for City Council Member to Attend Meeting Electronically Pursuant to Section 2.05.H – Electronic Attendance at Meetings Rule

4. Public Comment

The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

5. Consent Agenda

Items under the Consent Agenda are acted upon in a single motion. There is no separate discussion of these items prior to the Council vote unless a Council Member or member of the public requests that an item be removed from the consent agenda for separate action.

d. Tree Board Meeting Minutes of May 7, 2025

e. Infrastructure Committee Meeting Minutes of June 10, 2025

f. Resolution Releasing Closed Session Minutes into Open Session Minutes

g. Resolution Authorizing the Destruction of Certain Closed Session Audio Recordings

6. Individual Action Consent Agenda Items

• City Council Action on any item removed from the consent agenda.

7. Revolving Loan Applications - Tomasz Zawierta - Request for a $100,000 loan at 2% interest over a 5-year term for building renovations at 12 N. Ayer St. and 104 E. Front St.

• Recommendation “Motion to approve the loan request, contingent upon staff review and approval of final application documents.”

8. Payment of Bills

• Motion to approve payment of the bills in the amount of $818,597.82.”

9. Open Bids for Surplus Property

• Sealed bids to be opened and considered for surplus property located at Shadow Creek Property. 

10. Infrastructure Committee Recommendation – Jay Nolan Honorary Way Street Sign

• Recommendation: “Motion to approve Jay Nolan Honorary Way Street Sign on Ayer St.”

11. Infrastructure Committee Recommendation – Five Year City-Wide Transportation Plan

• Recommendation: “Motion to approve the City of Harvard Five Year City-Wide Transportation Plan.”

12. Infrastructure Committee Recommendation – Reallocation of Ayer St. Funding Excess

• Recommendation: “Motion to approve reallocating the excess funds from the Ayer St. project to the following:

• Replace the brickwork in the intersections of Ayer St. at a cost not to exceed $17,000;

• Mill and resurface Timber Drive in the Shadow Creek Subdivision at a cost not to exceed $267,000.”

13. Administration Committee Recommendation – Intergovernmental Agreement for Countywide Police Assistance

• Recommendation: “ Motion to approve the Intergovernmental Agreement for the Countywide Police Assistance.”

14. Administration Committee Recommendation – Contract Renewal with T-Mobile (Water Tank Site)

• Recommendation: “Motion to approve the renewal of the contract with T-Mobile for the Water Tank Site.”
