City of Harvard City Council met Aug. 26
Here is the agenda provided by the council:
1. Call meeting to order
2. Roll Call
Verify Quorum is present. Five (5) members must be physically present to achieve quorum.
3. Authorization for City Council Member to Attend Meeting Electronically Pursuant to Section 2.05.H – Electronic Attendance at Meetings Rule
4. Public Comment
The public is invited to make an issue-oriented comment on any matter of public concern not otherwise on the agenda. Individuals wishing to address the City Council are invited to come forward to the podium and be recognized by the Mayor; provide their name and address for purposes of the record, if willing to do so. Public comment is restricted to no longer than 3 minutes in duration. Interrogation of the City staff, Mayor or City Council will not be allowed at this time, nor will any comment from the Council. Personal invectives against City staff or elected officials are not permitted.

9. Request for Event Activity Approval: Los Jalapeño Brothers Restaurant, September 13, 2025
• “Motion to approve the use of a mechanical bull in the designated parking spaces in front of Los Jalapeño Brothers Restaurant for the event on September 13, 2025, from 5:00 PM to 8:00 PM, pending proof of insurance.”

11. 2025 Patching Program - Resolution for Maintenance Under the Illinois Highway Code
• “Motion to approve the IDOT Motor Fuel Tax (MFT) Resolution and estimated maintenance costs for the 2025 Patching Program—along with any updates or changes—totaling $250,000, and to allow the City Administrator to sign all required documents, including a contract with the lowest qualified bidder.”

• Recommendation: “Motion to approve the ComEd Green Region Grant Resolution.”
13. Planning & Zoning Commission Recommendation
• Recommendation: “Motion to approve the Conditional Use Permit for the addition of two residential units above the existing commercial use at 708 W. Brink St. Harvard, IL 60033, subject to the condition that all proposed residential spaces be brought into full compliance with all applicable building codes and permitting requirements prior to occupancy.”
14. Planning & Zoning Recommendation
• Recommendation: “Motion to approve the Conditional Use Permit for the operation of a Reception/Banquet Facility (event space) at 201 & 205 W. Front St. Harvard, IL 60033.”
15. Aquatic Center Leak Detection
• “Motion to authorize staff to proceed with contracting the lowest proposed leak detection service not to exceed $40,000.”
