D. MANAGER’S REPORT NO. 278:
1. Ordinance – Amendment to Liquor Control Code – Ella’s Kitchen + Bar (278a)
Approval of an Ordinance Amending Title 3, Chapter 3, Liquor Control, of the Woodstock City Code, for the creation of a new Class A-2 (Restaurant) liquor license and issuance to Ella’s Kitchen + Bar, 1390 S. Eastwood Drive, the former location of Mixteca Restaurant and Tequila Bar, contingent upon the fulfillment of all requirements. Approval of a video gaming license would also be extended upon successful completion of the State’s process. The applicant intends to submit for and install six (6) video gaming terminals.
2. Resolution – Fleet Purchase – Wastewater Treatment Division Pickup Truck (278b)
Approval of a Resolution authorizing the City Manager, or his designee, to execute a purchase agreement for one (1) Ford F-250 Truck from Sutton Ford, of Matteson, Illinois, including associated upfitting for the Wastewater Division, through the Suburban Purchasing Cooperative and Sourcewell for an amount not to exceed $65,962, utilizing the City’s Home Rule authority and waiving the formal bidding process.
3. Resolution – FY25/26 Police Vehicle Purchase (278c)
Approval of a Resolution authorizing the City Manager, or his designee, to purchase two (2) 2026 Ford Utility Police Interceptor Vehicles for the Woodstock Police Department through the Suburban Purchasing Cooperative, Ultra Strobe, and Eby Graphics for an amount not to exceed $103,829.36.
