The Lake in the Hills Village Board met April 26.
Lake in the Hills has a village president-trustee form of government and employs a professional village administrator and department heads to oversee day-to-day operations. The Village Board consists of the president, village clerk and six trustees. The Village Board meets at 7:30 p.m. on the second and fourth Thursday of every month in Village Hall, 600 Harvest Gate.

Call To Order
The meeting was called to order at 8:20 p.m.
Roll call was answered by Trustees Ray Bogdanowski, Stephen Harlfinger, Bob Huckins, RussRuzanski, Paula Yensen, Frank Covone and President Paul Mulcahy. Also present were Village Administrator Gerald Sagona, Assistant Village Administrator Jennifer Clough, Chief of Police Dave Brey, Public Works Director Fred Mullard, Director of Community Development Dan Olson, Finance Director Shane Johnson, Director of Parks & Recreation Laura Barron, Village Attorney Brad Stewart and Village Clerk Denise Wasserman.
The Pledge of Allegiance was led by President Mulcahy.

Consent Agenda
A. Motion to accept and place on file the minutes of the April 12, 2016 Committee of the Whole meeting.
B. Motion to accept and place on file the minutes of the April 14, 2016 Village Board meeting.
Motion to approve Consent Agenda items A-B was made by Trustee Harlfinger and seconded by Trustee Huckins. On roll call vote, Trustees Harlfinger, Huckins, Ruzanski, Covone, Yensen, and Bogdanowski voted Aye. No Nays. Motion carried.
Omnibus Agenda
A. Motion to accept and authorize the Village President to execute a Lease Agreement for Towers 1, 2, 3 and 4 with E-vergent.com, LLC.
B. Motion to pass Ordinance 2016 - “An Ordinance Approving the Conditional Use Permit to operate an “automobile repair, major” business located at 8445 Pyott Road”.
C. Motion to pass Ordinance 2016 - “An Ordinance Granting Text Amendments to Section 3 “Definitions”, Section 16 “Signs” and Section 20 “Nonconforming Buildings and Uses” of the Village of Lake in the Hills Zoning Ordinance”.
D. Motion to pass Ordinance 2016 - “An Ordinance Authorizing the Disposal of Surplus Property Owned by the Village of Lake in the Hills”.
E. Motion to accept and authorize the Village President to execute the Playground Equipment Donation Agreement for the playground equipment disposal from Stoneybrook Park to Kids Around the World Inc.
F. Motion to waive the competitive bidding process and award a contract to Municipal Well and Pump to remove and inspect the Well 15 pump and motor for a lump sum of $23,860.00.
G. Motion to pass Ordinance 2016 - “An Ordinance Authorizing the Approval of a Ground Lease between the Village of Lake in the Hills and High Flying Eagles LLC for PAP-11”.
H. Motion to reject all bids for the Above Ground Fuel Storage Tanks and authorize staff to rebid the project.
Motion to approve the Omnibus Agenda items A – H was made by Trustee Harlfinger and seconded by Trustee Huckins. On roll call vote, Trustees Huckins, Covone, Bogdanowski, Harlfinger, Ruzanski and Yensen voted Aye. No Nays. Motion carried.
Approval of the Schedule of Bills:
Motion to approve the April 29, 2016 Schedule of Bills, funds totaling $121,961.42 was made by Trustee Bogdanowski and seconded by Trustee Ruzanski. On roll call vote, Trustees Yensen, Bogdanowski, Huckins, Harlfinger, Covone and Ruzanski voted Aye. No Nays. Motion carried.
Approval of Manual Bills:
Motion to approve the March, 2016 Manual Bills, fund totaling $642,072.30 was made by Trustee Bogdanowski and seconded by Trustee Ruzanski. On roll call vote, Trustees Covone, Huckins, Bogdanowski, Ruzanski, Yensen and Harlfinger voted Aye. No Nays. Motion carried.

Motion to re-Appointment Doug Cummings to the Police Commission (04-30-16 to 04-30-19) was made by Trustee Harlfinger and seconded by Trustee Covone. On roll call vote Trustees Harlfinger, Covone, Yensen, Ruzanski, Huckins and Bogdanowski voted Aye. No Nays. Motion carried.
Motion to re-Appointment Christ Kalamata to the Police Pension (04-30-16 to 04-30-18) was made by Trustee Harlfinger and seconded by Trustee Yensen. On roll call vote Trustees Huckins, Yensen, Ruzanski, Harlfinger, Bogdanowski and Covone voted Aye. No Nays. Motion carried.

On roll call vote, Trustees Ruzanski, Bogdanowski, Yensen, Huckins, Covone and Harlfinger voted Aye. No Nays. Motion carried.
Motion to approve a Side Letter of Agreement between the Village of Lake in the Hills and Metropolitan Alliance of Police Lake in the Hills Civilian Chapter #168 was made by Trustee Harlfinger and seconded by Trustee Yensen. On roll call vote Trustees Harlfinger, Covone, Ruzanski, Yensen, Bogdanowski and Huckins voted Aye. No Nays. Motion carried.
