The village of Bull Valley Board of Trustees met May 23 to discuss the financial impact of DUI prosecutions.

The Village of Bull Valley Board of Trustees is comprised of a President and six Trustees. The President is elected for a four year term. Trustees are elected for four years terms with three elected in an election offset by two years from the election of the other three.
The Board meets the fourth Monday of each month unless that falls on a holiday and then the meeting is moved to Tuesday. Village residents are invited to attend board meetings and encouraged to speak to the board about questions and concerns. No prior notice is required to address the board. Special meetings of the Board are held as needed and are posted at Village Hall 48 hours in advance of the meeting.

President Berendt called the meeting to order at 6:00 p.m. On roll call the following Trustees were present Bailey, Bruhn, Ellinghausen, Helms and Kleinschmidt. Trustee Mattsson was absent. Village Administrator Vance was also present.
Approval of Previous Minutes
Trustee Ellinghausen, seconded by Trustee Kleinschmidt, moved to approve the minutes of the April 29, meeting as presented. All those present voted aye and the motion passed.
Consent Agenda
Trustee Helms, seconded by Trustee Kleinschmidt, moved to approve the following items included in the consent agenda:
Village Administrator and Code Enforcement Reports
Village Clerk Report
Review of Financial Statement and Approval of Accounts Payable
Trustee Kleinschmidt reviewed the April 30, 2016 Financial Statement with the Board. He also distributed and discussed a draft schedule of the reserve funds for this fiscal year. He stated the Village would need to continue to pursue joint paving ventures with the townships and requested the Village Administrator get an estimate for an update to the road study of village roads from Baxter and Woodman. The last study was done 3-4 years ago and a new study would show how fast the village roads are deteriorating. The two STP road projects are on the A list and guaranteed to be on the 2020 program. President Berendt stated there is a chance the projects could be advanced up the list and we will know more about this in October.
Trustee Ellinghausen, seconded by Trustee Bruhn, moved to approve the accounts payable list as of April 23, 2016 in the amount of $39,105.81, which included the final payment to Nunda township for last year's road project. On roll call vote those Trustees voting aye were Bailey, Bruhn, Ellinghausen, Helms and Kleinschmidt. There were no nay votes and the motion passed.
Reappointment of Mr. Magerl to Plan Commission
President Berendt nominated Mr. Dick Magerl to serve on the Plan Commission for a 5-year term. Trustee Bailey, seconded by Trustee Kleinschmidt, moved to advise and consent to the reappointment of Dick Magerl to the Plan Commission for another 5-year term pending notification and acceptance by Mr. Magerl. Everyone voted aye and the motion passed.
Discussion and Decision on Combining the Plan Commission and the Zoning Board of Appeals
President Berendt noted Michelle Krenger will be moving out of the Village and has resigned as a member of the Zoning Board of Appeals. Trustee Bailey, seconded by Trustee Helms, moved to combine the Plan Commission and Zoning Board of Appeals into one entity. The motion passed by a sign of aye. President Berendt will check on a few questions the Trustees have and address them at the next meeting. Trustees Helms and Bailey stated they would work together to be liaison to the new combined board.
Discussion of Financial Impact and Feasibility of Continuing DUI Prosecutions
There were a number of questions about this and President Berendt stated she would get back to the Trustees with answers. Overall the Trustees felt this would be a good idea.
Discussion and Possible Passage of Ordinance Adopting County Stormwater Ordinance
Trustee Ellinghausen will attend a workshop on June 9th and will report back to the Board. This will be addressed further at the next meeting.

Update on Midwest Fiber Optics Installation of Cable on Village Property without Permits
This was continued to next month.
Update on Public Hearing by County on Petition for Variance to Fence Ordinance by Owners of 8316 Mason Hill Rd.
At the hearing the petitioner stated the neighbors leave their lights on 24-hours a day for security reasons and the lights shine directly into their bedroom and bathroom windows. They have tried plantings to shield the lights but they did not work. All the other adjoining neighbors were present at the hearing and in favor of the variance. The petitioner and the neighbor are working together to find a solution and both agree the fence as requested would solve the problem. Because of the reasons presented it was decided to not object to the request.
Liaison Reports
Roads
Road patching, shoulder mowing and sign clearing are being done on a continuing basis. Mr. Koch has taken over the responsibility of maintaining the police squad cars.
Planning and Parks
The keycard gate system is being installed and should be up and working soon. The white barn is in need of painting and the road crew was asked to do the repair and prep work to get it ready to be painted. There will be a volunteer day on Saturday (date to be determined) to paint the barn.
Stickney House Foundation
The foundation is looking for new members and because of this the golf outing has been postponed till September.
Annexation
Mr. Vance was asked to make some phone calls to property owners who are adjacent to the village to see if they would be willing to annex to the village.
Executive Session
The executive session listed on the agenda was not held.
President's Report
President Berendt stated the village financials and budget will be posted on the website. There will be a public hearing in August on the Zoning Ordinance updates and she asked the Trustees to send her any comments they have before then. She has been doing research on contractors permits in the village and will find out more about this for the Trustees and she reminded the Trustees the appropriation ordinance must be passed in July.
Review of Annual Town Hall Meeting
The Trustees felt the meeting went well and there was a good turn-out. They discussed some of the questions and suggestions heard at the meeting.
