Village of Johnsburg President and Board of Trustees met November 21.

Omnibus Agenda Trustee Frost moved to approve the Omnibus Agenda. Trustee McEvoy seconded the motion. All trustees present voted aye on the roll. Motion carried.

FY 2017 Annual Financial Report – Don Shaw attended on behalf of the Village’s auditors, Lauterbach and Amen, to review the FY 2017 Annual Financial Report. Mr. Shaw explained recommendations included in the Management Letter and reviewed details of the Annual Financial Report. He reported that the Village received GFOA certification for achieving excellence in financial reporting for FY 2016, and he expects the Village will receive the award again for FY 2017. Mr. Shaw closed in explaining that the Village received an unmodified opinion from the auditors as they met all of the requirements.
Madro Variance - The Board performed a first read of Ordinance 17-18-31 granting a variance to Section 7, Fences of the Johnsburg Zoning Code to permit a fence in the front yard on waterfront property. The adjacent neighbor, Robert Dalessandro, attended with Ms. Madro. He explained that he was assisting the Madros with the fence and it was already installed, as they did not know that the waterside of the lot is considered the front yard and the fence was not permitted. He explained that the fence is 4 1⁄2 feet tall. The Zoning Board recommended the removal of (3) three of the panels located closest to the water to insure that visibility of the river is not impaired. President Hettermann explained that the Village is trying to establish a standard as to what type of fence would be permitted in the front yard of water front properties. The petitioners proposed replacing the last three panels with a wood fence utilizing greater spacing between the slats so that the fence meets the minimum 30% open requirement.
Trustee Klemstein questioned if the fence falls within the floodway and could potentially cause problems. Mr. Dalessondro stated that it does not affect the floodway. Ms. Madro asked if the matter could be placed on the agenda after the holiday, as she will not be in town. It was agreed to move the matter to the 16th of January meeting.
Jr Skyhawks/Hiller Park – Trustee Curry explained that the improvements to the softball and baseball fields at Hiller Park are wrapping up. He remaindered the Board that the Holiday Magic event is Friday, December 1st.
Adjournment – Trustee McEvoy moved to adjourn the meeting. Trustee Klemstein seconded the motion. All Trustees voted aye. Motion carried at 7:24 p.m.
