Village of Algonquin Liquor Commission met March 20. 

Here is the minutes as provided by the commission:

Call to Order: Liquor Commissioner John Schmitt opened the meeting at 7:15 PM. A


roll call by Village Clerk Jerry Kautz showed the following commissioners were present:

Debby Sosine, John Spella, Janis Jasper, Jerrold Glogowski, Laura Brehmer, Jim Steigert.

Staff in Attendance: Assistant Village Manager Mike Kumbera, Police Chief John Bucci, and

Village Attorney Kelly Cahill.

For Alleged Violations of Chapter 33, Liquor Control and Liquor Licensing, of the Algonquin

Municipal Code and applicable sections of the Illinois Compiled Statutes Selling/Serving

Alcohol to Minors

1. Algonquin Commons Co. d/b/a Bull Dog Ale House - 1520 S Randall Road,

     Algonquin

Algonquin Commons Co. was issued a liquor license by the Village of Algonquin for the fiscal

year 2017/2018. Algonquin Commons Co. operates a restaurant known as Bull Dog Ale

House at 1520 South Randall Road, Algonquin, Illinois. Bull Dog Ale House is owned by

Algonquin Commons Co. and is authorized to conduct business in the State of Illinois.

On February 21, 2018, at its licensee's premises 1520 South Randall Road, Algonquin,

Illinois, at or about 9:15 p.m. hours, said Licensee, by and through its employee or agent,

Taylour A. Felt, sold, furnished, gave or delivered alcoholic liquor, namely: she sold one 12

ounce bottle of Corona brand beer to a person under the age of twenty-one (21) years

contrary to Sections 33.25 and 33.30 of the Village Code of the Village of Algonquin, Illinois,

and Chapter 235, Section 5/6-16 of the Illinois Compiled Statutes.

The incident referred to herein constitutes good cause to revoke and/or suspend the liquor

license of Algonquin Commons Co. at 1520 South Randall Road, Algonquin, Illinois and hold

Algonquin Commons Co. responsible for costs of prosecution and payment of a fine

according to Section 33.29 of the Municipal Code of the Village of Algonquin.

The commission was not pleased at all to see that this business has only been open for about

six months and already has its second violation. The Manager was very apologetic, stating

the corporation has high standards and they will strongly emphasize caution in the future.

The server in question was immediately fired on the spot.

Commissioner Sosine wants to see an ID scanner used at all the bar registers. The

representative for Bull Dog Ale House, Ms. Ockert, stated that this could be a possibility and

is working with Chief Bucci to come up with a viable solution. Mr. Schmitt suggested a door

man be posted to check all ID’s on entering the establishment and to stamp the hands of all

those eligible to buy alcoholic drinks. This would take the pressure off the bartenders and

servers especially on busy days.

Second offense negotiated plea of guilty: $2,000 fine plus Administrative Court fees.

Suspension of selling liquor for two days April 5 and 6, 2018. Five employees must attend

Algonquin Police Department BASSET Training.

2. Colatorti Inc. d/b/a Cucina Bella – 220 S Main Street, Algonquin

Colatorti Inc. was issued a liquor license by the Village of Algonquin for the fiscal year

2017/2018. Colatorti Inc. operates a restaurant known as Cucina Bella at 220 South Main

Street, Algonquin, Illinois.

On February 21, 2018, at its licensee's premises 220 South Main Street, Algonquin, Illinois,

at or about 7:00 p.m. hours, said Licensee, by and through its employee or agent, Patrick C.

Bigoness, sold, furnished, gave or delivered alcoholic liquor, namely: he sold one 12-ounce

bottle of Miller Lite brand beer to a person under the age of twenty-one (21) years contrary to

Sections 33.25 and 33.30 of the Village Code of the Village of Algonquin, Illinois, and Chapter

235, Section 5/6-16 of the Illinois Compiled Statutes.

The Commission members took note that Cucina Bella has been open for a long time with no

violations until now. They do not expect this business to be in violation again. The same type

of ID scanner was suggested to make sure this does not occur again.

Settlement: $1,000 fine plus court costs, also three servers must attend Algonquin Police

Department BASSET Training

3. 31 Edgewood Inc. d/b/a Algonquin Tobacco & Liquor – 1117 S. Main Street,

     Algonquin

31 Edgewood Inc. was issued a liquor license by the Village of Algonquin for the fiscal year

2017/2018. 31 Edgewood Inc. operates a retail store that sells packaged liquor, e.g., beer,

wine and alcoholic liquor known as Algonquin Tobacco & Liquor at 1117 South Main Street,

Algonquin, Illinois 60102. Algonquin Tobacco & Liquor is owned by 31 Edgewood Inc. and is

authorized to conduct business in the State of Illinois.

On February 21, 2018, at its licensee's premises 1117 South Main Street, Algonquin, Illinois,

at or about 7:40 p.m. hours, said Licensee, by and through its employee or agent, Elizabeth

A. Russell, sold, furnished, gave or delivered alcoholic liquor, namely: she sold one six-pack

of 12 ounce bottles of Corona brand beer to a person under the age of twenty-one (21) years

contrary to Sections 33.25 and 33.30 of the Village Code of the Village of Algonquin, Illinois,

and Chapter 235, Section 5/6-16 of the Illinois Compiled Statutes.

The manager explained what precautions he will take in the future to be sure no violations

occur. First time offense negotiated plea of guilty: $1,000 fine plus Administrative Court fees.

In addition, two employees must attend Algonquin Police Department BASSET Training.

Adjournment: Being no further business, Commissioner Schmitt adjourned the meeting

at 7:41 p.m.
