Here is the minutes provided by the Commission:

Call to order-Establish Quorum

Present: Chairman Jolitz and Members Purn, Hi1nes, Lewis, Zange, Firek.

Approval Minutes of Minutes Regular Business Meeting of April 11, and Workshop Meetings of April 21 and 28, 2018

Moved: Member Zange; Seconded: Member Himes

Voice Vote: All Ayes. Minutes Approved.

Audience Participation - Public Comment:

John Creighton Lives in apartments behind the Village Hall. He is wondering if there•will be any trees replanted. Ben Mason said they will be. Greg Geigel asked about the bike rack, just removed from in front of Bold American Fare. He is greatly hoping it will be put back and thought its vintage design ( looked like an antique bicycle), was very eye pleasing and added vintage character to the street scape.

Public Hearing:

Public Hearing for Consideration of a Major Improvement in the old Town District Case No. PC18-03, 8 S. Main Street for Construction ofa New Deck on the North Side of Building; Petitioner: Greg Geigel.

Village Staff Presentation:

The petitioner is proposing to add a second floor deck for outdoor dining on the north side of the building. Enclosed is an architectural drawing the petitioner provided that• depicts the proposed design. The railing, spindles, and posts will all match the materials on the small elevated deck currently located off the rear of the property overlooking the parking lot. To accommodate the outdoor dining layout, the petitioner will be replacing two double-hung windows with a standard door and overhead roll-up door that will retain the same color and trim work as the existing windows. The roll-up door will be metal aluminum painted black to match the trim work on the building; wood is an option but would be considerably heavier and more cumbersome to lift up and down and Staffis comfortable with the aluminum material provided it is painted to match the trim and not simply installed as factory stock anodized silver.

Additionally, a new exterior door is proposed on the first floor in the area shown on the photograph below. While not directly a part of the deck addition, it would be a new opening on the north wall of the building and Staffbelieves it will be compatible with the overall exterior improvements for the outdoor dining concept and shall be required to have black trim work to match the other windows and doors on the building.

Recommendation-

Staff believes that the proposed exterior deck addition will be compatible with the design and appearance of the building and is consistent with the Preservation Code. Staff recommends approval of the Certificate of Appropriateness as submitted with the following conditions:

I. The petitioner shall be required to obtain all necessary building permits from the Algonquin Community Development Department prior to starting construction.

Commission Discussion:

The petitioner stated that he would be willing to work with the commission to ensure that improvements would be acceptable. Chairman J olitz inquired about the seating capacity of the new space. Petitioner stated that it will be 3 7 people. He also stated that the additional door will be put in so that people will not need to walk through the kitchen to access the patio. Chairman Jolitz asked whether the structure will be painted. Petitioner stated yes. Chairman J olitz stated that normally an aluminum door would not be supported by the Commission, but in lieu of the fact that it is on the side of the building, that it might be okay in this instance and application/use. Member Zange asked when the project will be completed. Petitioner stated 6 weeks.

Motion:

Motion by Member Himes, seconded by Member Lewis, that the Building Commissioner issue the requested Certificate of Appropriateness for the new exterior deck addition on the second floor at 8 S. Main Street, consistent with the petitioner's submittal and the conditions listed in the May 9, 2018 Village Staffmemorandum. Being no further discussion, a Roll Call vote was taken: All Ayes.

Public Hearing:

Public Hearing for Consideration of a Major Improvement in the Old Town District Case No. PCl 8-04, 703 La Fox River Drive for Window Alterations; Petitioner: Shari Himes (During this Hearing, Member Himes excused herself as a Commission Member, and with a Quorum still present the Hearing was called to order with Shari Himes before the Commission as the Petitioner).

Commission Discussion:

Petitioner Himes would also like to include in the Hearing the replacement of a current glass block in the homes original entry hall window with a stain glass window of the same size window opening. Commission members believed that this would be consistent with the design of the building. Both windows are on the East side of home.

Motion:

Motion by Member Firek, seconded by Member Purn, that the Building Commissioner issue the requested Ce1iificate of Appropriateness for kitchen window alteration and an additional window replacement from glass block to stained glass on the home at 703 LaFox River Drive, consistent with petitioner's submittal and the conditions listed in the May 9, 2018 Village Staffmemorandum. Being no further discussion, Chairman Jolitz called for Roll Call Vote: All Ayes.

Old Business:

a. Current Exhibits in Library and Village Hall Lobby Cases - Library asked the commission to remove exhibit because of construction. Chairman Jolitz emptied the case same day as the request.

b. Old Town Improvements Continuing Work- Bridge will be removed mid¬ June. The fate of the Creekside Tap parking lot is unknown. 80-90% of memorial bricks have been removed. The village will let it be known when people can pick up their bricks. Water and Sewer Mains have been replaced. It will be contracted on a one to one basis with individual home owners for new connections to water and sewer. South Harrison Bridge to be replaced next year.

Approval Of Bills For Payment:

None

New Business:

a. "Algonquin Rotary Harvest Market" Event, Saturday September 22, 2018 - Rotary is still looking for a farmer. Chairman Jolitz believes that this would be a good opportunity for outreach. He will get us an application for a booth space

Correspondence, Comments, And Other Business:

a. Window cleaners are coming to HVH 5/21. So, at the 05/19 workshop. Commission Members will have to move things near windows in the offices.

b. Cattleman's Burger and Brew restaurant will be coming to Reese's space. It was the name of Tony Bellina's parent's restaurant. Looking to open in June.

c. Purn talked with Tony Bellino at the Coffee with the Contractors event about putting pictures of the building in the restaurant. Bellino was excited about the opportunity for maybe placing copies of some local vintage photos someplace on the walls. Purn wanted to give them to him. Other Commission members believe his request should be handled in the same way that has been done with others who wanted photos. Jolitz will contact Tony.

d. Member Purn spoke with new owner of hot dog place, he hopes to open June.

e. 123 S. Harrison is sold, they hope to open a cupcake bakery and live on site.

f. Seek and Find would like to have a Farmer's Market off of Main Street.

g. Chairman Jolitz presented the commission members with draft of annual report for approval/comment. Final Report will be given out Friday 05/11.

Member Himes moved and Zange seconded, that the meeting be adjourned. V ice Vote: All Ayes. Meeting adjourned at 8:01 pm.
