Meeting called to order at: 7:00 PM by William Stinson.

8. CONTRACTS AND AGREEMENTS - NEW

A. IPHA - HIV 3rd Party Billing MOU

Dr. Lorenc asked if you have a client that tests positive for HIV what is our normal referral source? Ms. Karras stated we provide results face to face and then refer to Metro Infectious Disease or Open Door Health Center of Illinois.

Dr. Stinson asked from the Health Department screening standpoint, how many positive cases have you had in the last year or two? Ms. Karras responded that our Department has identified 1 in our clinic in the past 3 years. The majority are identified at other locations within our County as well as outside of our County.

Ms. McCann asked if HIV is found in the hospital, does it have to be reported to you? Ms. Karras responded and confirmed that yes it is mandated and also any follow-up testing is reported to us too to assure that the patients are following their treatments.

B. Treadstone Tire Recycling, LLC.

Ms. Nomm stated that this contract is to use the West Nile Grant Vector Prevention dollars to collect tires that McHenry County residents have and no longer want. The total contract cost is $15,000 and will cover all the personnel costs and trailers to take the tires to be recycled. This is a one-day event to be held at McHenry County Division of Transportation on June 8th.

Dr. Lorenc asked who picks up the tires along the side of the road? Ms. Nomm stated the townships do. Ms. Nomm also stated that Chemung township advised her that each year they collect approximately 1000 tires per year along the roadsides.

Dr. Stinson asked what happens to the salvage yard tires? Ms. Nomm stated that they are responsible for the disposal of those.

Dr. Stinson asked is it known why people have so many tires? Dr. Stinson stated he takes his car to a shop, they change his tires, and the shop disposes of his tires. Ms. Morawski stated it's not unusual for people to have extra tires in their homes for various reasons because they are able to change their own tires. She went on to state that she also has gone to the events within the County to recycle bad, old tires that are no longer needed in her home, however she does have 4 good tires in her garage, that are currently not on a vehicle. So it's not that unusual to have extra tires at your home.

9. PROGRAM HIGHLIGHTS

A. Veterinary Public Health Review

Maryellen Howell, Veterinary Public Health Manager and Animal Control Administrator, provided an overview of the purpose of Article VI and its relation to the public health mission. The organization provides code enforcement for the Illinois Animal Control Act under authorities and responsibilities that are provided to the Animal Control Administrator. Ms. Howell briefly touched on zoonotic diseases which can be spread from animals to humans such as rabies. She also provided data on the number of field responses the Division handles specifically focusing on animal bites, specimens, and rabies. With the discussion of cat vaccination and registration, she also talked about the type and number of cat activities handled through the Division. Data was provided on the number of cruelty investigations by animal type and some discussion of the outcome of recent activities. Ms. Howell reviewed Revenue and Expenditures for the past year. The Division saw an increase in revenue in 2018. To close out, Ms. Howell talked about the services, volunteers, and educational programs offered by the Division, as well as goals for 2019.

10. OLD BUSINESS

A. Leadership of Greater McHenry County

Ms. Adamson commented that she wanted the Board to see the Leadership of Greater McHenry County commitment form even though it was already approved at the prior meeting. She continued to state that it does require a couple of signatures along with her own. All members reviewed and the meeting continued with no further discussion of the topic.

B. Release of Executive Session Minutes

Dr. Stinson stated that the Executive Session Minutes were already discussed at a prior meeting so there isn't a need to go into Executive Session, it just wasn't on the agenda to vote at the time so we need to vote now. A voice vote was taken and all approved the release.

11. NEW BUSINESS

Ms. McCann stated that she saw an employee of the Health Department had retired after 25 years of service. She believes that our County Board members need to recognize the long-term commitment of our employees. Mr. Gugle did state that sometimes when employees leave, they leave for various reasons and they don't want the recognition. Sometimes they want to go out, shut their lights off and walk out the door and we have to respect that. He continued that this happens to be one of the those cases; however, we always try and do something.

Ms. McCann motioned, second by Ms. Gaffney to adjourn regular meeting at 8:24 pm. The motion passed unanimously with a voice vote.
